@Orchard is supporting a growing Federal contractor with expertise in surveillance and cyber security. We are seeking a skilled Senior Project Manager to be presented as a key personnel for an upcoming rebid for a contract supporting the Army.  As the Senior Project Manager, you will provide technical expertise and project management support to ensure successful delivery of projects for the ITO. This is a fantastic opportunity to contribute your skills in Project Management to a company with well-established relationships within the DOD. If selected, you will be asked to sign a Letter of Intent (LOI). 

 

As the Senior Project Manager you will: 

  • Develop methods to monitor and measure risk, compliance, and assurance efforts
  • Aid the government in managing project cost, scope, and schedule and serves as a project interface between the CIO and Government customers.
  • Coordinate with Government project leads, stakeholders and other contractors to deconflict schedules and ensure project success.
  • Be responsible for managing small to moderate-risk projects (composed of either a single project or a coordinated effort of multiple related projects with a common technical or customer objective).
  • Manage the integrated project team to define baseline project scope and quality requirements for project products and services.
  • Evaluate the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommend improvements
  • Ensure all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals
  • Act as a primary stakeholder in the underlying IT operational processes and functions that support the service, provide direction, and monitor all significant activities so the service is delivered successfully
  • Manage the internal relationship with IT process owners supporting the service, assisting with the definition and agreement of operating level agreements (OLAs)
  • Ensure supply chain, system, network performance, and cyber security requirements are included in contract language and delivered
  • Review or conduct audits of programs and projects
  • Additional Tasks:
    • Perform needs analysis to determine opportunities for new and improved business processes
    • Provide advice on project costs, design concepts, or design changes
    • Provide enterprise cybersecurity and supply chain risk management guidance for development of Continuity of Operations Plans
    • Provide ongoing optimization and problem-solving support
    • Provide recommendations for possible improvements and upgrades
    • Resolve conflicts in laws, regulations, policies, standards, or procedures
    • Develop and document supply chain risks for critical system elements, as appropriate
    • Coordinate and manage the overall service provided to a customer end-to-end
    • Ensure that appropriate SLAs and underpinning contracts have been defined that clearly set out for the customer a description of the service and the measures for monitoring the service
    • Gather feedback on customer satisfaction and internal service performance to foster continual improvement
    • Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up

Requirements: 

  • Active Secret clearance
  • 10+ years of experience supporting complex, large-scale projects or equivalent education & experience
  • IA Cert Level (DoD 8570.01): DoD 8140.3 Cyber Enabler – 802 IT Project Manager Advanced
  • Requires 1 of the following DoD 8140 cyber-related certifications:
    • Rocheston Certified Cybersecurity Engineer (RCCE) Level 1
    • Certified Chief Information Security Officer (CCISO)
    • Certified Cloud Security Professional (CCSP)
    • Certified Information Systems Auditor (CISA)
    • Certified Information Security Manager (CISM)
    • Certified Information Systems Security Professional (CISSP)
    • CISSP-Information Systems Security Engineering Professional (ISSEP)
    • CISSP-Information Systems Security Management Professional (ISSMP)
    • Defense Acquisition Workforce Improvement Act (DAWIA) PM Advanced
    • Federal IT Security Professional – Auditor (FITSP-A) or Manager (FITSP-M)
    • GIAC Foundational Cybersecurity Technologies (GFACT)
    • GIAC Security Leadership (GSLC)
  • Experience supporting complex, large-scale projects, to include those with financial investments greater than $10M.
  • Specialized experience in Risk Management Framework (RMF) preferred
  • Specialized experience in MS Project required
  • Active PMI certification required
  • Requires Bachelor’s Degree (minimum)
