Part-Time Senior Contracts Manager

30-40 Hours Per Month, Turnkey GovCon Contract Support

Remote within the U.S.

 

@Orchard, an emerging 8(a), WOSB, and small-business federal contractor, is seeking a Fractional Senior Contracts Manager to provide approximately 30-40 hours per month of turnkey cradle-to-grave contracting support. This role is essential to building and maintaining compliant operations as the company expands its federal portfolio. We are a small but rapidly scaling government contractor, and the ideal candidate brings the versatility, judgment, and hands-on expertise required to operate effectively in a small-business environment where responsibilities are broad and interdependent.

 

The Senior Contracts Manager will support the complete federal contract lifecycle from business development and proposal preparation through award negotiation, post-award execution, compliance oversight, subcontractor coordination, reporting, and contract closeout. The role requires deep experience reviewing solicitations, assessing contractual risk, negotiating NDAs, teaming agreements, prime contracts, and subcontracts, and ensuring that all requirements are translated into actionable internal processes. This includes developing contract briefs, tracking deliverables and funding, managing modifications, preparing EACs and internal reports, supporting invoice compliance, and serving as the primary contractual point of contact with government COs and CORs.

 

This position will interface regularly with independent consultants, 1099 contractors, subcontractors, teaming partners, and internal program staff to ensure all agreements and flowdowns are properly executed. While @Orchard maintains separate HR and Facility Security (FSO) functions, the Senior Contracts Manager oversees the contractual aspects of those processes to ensure alignment with contract requirements. This includes ensuring subcontractors and consultants provide required documentation and certificates of insurance, coordinating with the company’s insurance broker to issue COIs to customers, and maintaining audit-ready contract files in accordance with FAR retention standards.

 

Because @Orchard is a new and growing government contractor, we require someone with significant experience supporting small GovCon firms where contracting work is wide rather than narrow and where the ability to independently execute, interpret, negotiate, and advise is critical. The ideal candidate is a senior contracts professional who enjoys supporting small businesses and delivering broad, hands-on impact across the full government contract lifecycle.

 

Minimum Requirements

  • 10+ years of federal contracting experience with small or mid-sized government contractors.
  • Demonstrated cradle-to-grave contracting expertise, including proposals, award negotiation, subcontracting, compliance, and closeout.
  • Extensive experience negotiating NDAs, Teaming Agreements, prime contracts, and subcontracts, including drafting and redlining.
  • Strong working knowledge of the FAR, agency supplements, SBA regulations, and small-business contracting requirements (8(a), WOSB, SDB).
  • Experience supporting IDIQs, BPAs, GSA MAS, task orders, and small-business set-aside environments.
  • Experience coordinating with subcontractors, independent consultants, 1099 staff, teaming partners, and client/government stakeholders.
  • Ability to maintain audit-ready contract files and oversee compliance calendars, deliverables, POP management, and reporting.
  • Strong communication, negotiation, and organizational skills, with the ability to work independently in a fast-moving, small-business environment.
