Job Summary

Under the direct supervision of the Program Manager – Long Range Planning, responsible for transportation planning, project management, project development, planning analysis and forecasting, environmental analysis, and GIS and data analysis activities for the Planning and Sustainability division.

Essential Job Functions

  • Assist in the coordination of all planning phases of transportation program development
  • Project management of consultant tasks and contracts for transportation planning activities
  • Research transportation planning and policy issues
  • Negotiate contract schedules, scopes, and fees
  • Assists in coordination with the North Florida Transportation Planning Organization
  • Assist with local and regional transportation planning activities
  • Coordinate and monitors the work of planning and engineering consultants
  • Maintains project correspondence, records and financial management
  • Make regular reports on status of projects, schedules, budgets and concerns
  • Prepares materials for presentations to the JTA Board
  • Coordinate with and provide occasional general planning support as needed for the Transit Operations department
  • GIS analysis and environmental analysis and the FDOT Efficient Transportation Decision Making process
  • Perform related work as assigned
Geographic Information Systems (GIS), Research and Data
  • Develops and maintains the geographic database of transit system performance data, U.S. Census data, and regional geographic data
  • Prepares thematic maps to evaluate transit performance trends and communicate findings to senior staff, North Florida Transportation Planning Organization, Florida Department of Transportation, and other partnering organizations
  • Performs spatial analysis regarding to transit amenities, transit system performance, regional transportation system, demographic population, land use, etc.
  • Prepares GIS maps, analysis tools, and programs to be used by JTA staff and customers
  • GIS, Research and Data Analytics
Planning Projects
  • Lead or support specific planning tasks and projects including the following, in addition to others as assigned:
    • New Transit Services -- Provide support for JTA’s shelter system, First Coast Flyer, Regional Service, Alternative Services and U2C programs
    • Bus Stop Improvement Plan -- Monitor progress and provide periodic reports on the implementation of the Bus Stop Improvement Plan; provide regular updates to the plan and coordinate with other JTA departments including Facilities to accuracy of the transit amenities asset database
  • Support technology planning projects including the following:
    • Technology projects that involve the regional partners
    • Management of consultant services for technology planning projects
    • Management and data coordination technology and mapping projects for regional partners
  • Support environmental analysis for planning projects
  • Support Transit Development Plan and Coordinated Regional Mobility Plan
  • Support Grants
  • Agency Planning Coordination and Support
  • Communications with Citizens Groups and Advisory Committees
  • Lead or support FTA New Starts/Small Starts projects
  • Lead or support sustainability and resiliency planning
  • Lead or support coordination with City of Jacksonville; Northeast Florida Regional County, and Regional Partners on GIS databases and analysis of sidewalk and other transportation elements
Environmental Analysis
  • Coordination with City of Jacksonville and FDOT on environmental analysis
  • Coordination with Construction and Capital Programs on project needs for environmental analysis
  • Lead or support NEPA documentation for JTA projects
  • Lead or support Efficient Transportation Decision Making (ETDM) project analysis
  • Lead or support Transit Concepts and Alternatives Review (TCAR) project analysis
Knowledge, Skills and Abilities
  • Demonstrated knowledge and experience with a variety of software applications such as spreadsheets (preferably Microsoft Excel), database (preferably Microsoft Access and SQL) and word processing (preferably Microsoft Word)
  • Advanced knowledge and experience with Geographic Information Systems to support transportation planning including ArcGIS Desktop, Server, and ArcGIS Online as well as development of Collector and Survey 123 applications
  • Advanced understanding of transportation planning
  • Knowledge of environmental systems and analysis
  • Knowledge of the First Coast metropolitan area and street network
  • Ability to explain quantitative and qualitative analysis in an understandable manner
  • Ability to analyze complex data and make recommendations accordingly
  • Ability to manage and coordinate projects with multiple entities
  • Ability to communicate professionally and effectively with staff, community and consultants
  • Possession of good written and verbal communications skills to develop requests for proposals, professional correspondence, to make presentations, and to conduct technical meetings
  • Must be able to work a flexible schedule that may include some weekends and evenings

Required Skills

Graduation from an accredited four-year college or university with a degree in Urban Planning, Geography, Computer Science, Business/Public Administration, Statistics, or related field with a focus on transportation planning and four years’ experience in transportation planning and analysis.

An advanced degree in Planning is preferred and may count up to two years of experience.

Familiarity with Federal Transit Administration programs is desirable.

Familiarity with North Florida Transportation Planning Organization processes is desirable.

Demonstrated experience with geographic information systems, preferably ArcGIS.

Prefer AICP or AICP eligible.

• Responsible for reviewing and complying with all JTA policies, procedures and directives

Pay Range
$40,000.00   Annually to $62,500.00   Annually
