Position Summary

Under the direction of the Director-Capital Program, this position is responsible for leading quality assurance activities for design and construction phases of all capital projects.  This position is focused on overseeing project delivery quality assurance by providing technical and engineering support to the System Development Program and Project Managers.  The areas of Quality Assurance (QA) oversight covers administrative, design, and construction functions.  The position also has the responsibility for the implementation and maintenance of the quality management system.

Essential Job Functions
  • Serves as subject matter expert to project teams in development of quality procedures and plans.
  • Serves as Design Quality Manager on capital projects, including active participation in design team meetings and documenting quality efforts regularly.
  • Provides detailed design/technical reviews on design progress and deliverables.
  • Prepares the QA manual and supervision of all amendments and revisions.  Controls and distributes all the project quality documentation to capital program and project managers.
  • Monitors all quality related activities on JTA’s capital projects. Monitors and ensures adherence by JTA project managers and consultants on design quality procedures and plan requirements for the production, submittal and approval of contract deliverables within contract schedules and budgets
  • Works with program and project managers to proactively and constructively support project delivery within established schedules and budgets.
  • Identifies and assesses actual and potential problem areas in design quality implementation and leads efforts to formulate and execute recovery plans when needed.
  • Establishes and maintains Authority design and construction standards and specifications.
  • Conducts quality management meetings with project teams
  • Actively participates in design and construction progress meetings.
  • Collaborating with Capital Projects Office, maintains and updates the quality procedures periodically based on feedback from System Development Managers and Project Managers, including Project Management Plan Templates (PMP), Quality Management Plans (QMP), verification checklists, design checklists, and basis of design narrative outlines.
  • Collaborates with Capital Projects Office in providing quality training, including processes and quarterly “lessons-learned” presentations.
  • Conducts monthly project quality audits on projects as selected by the Director-Capital Programs
  • Submits quarterly quality documentation to the Director-Capital Programs.
  • Verifies contractor quality requirements are specified to contractors and included in contractor documentation submittals.
  • Attends all pre-bid and pre-proposal meetings and coordinates all project requirements with the project bidders.
  • Prepares and controls project quality system management documentation prior to project commencement.
  • Reviews quality inspection personnel qualifications and training requirements for capital projects.
  • Monitors the disposition of all issued nonconformance reports for construction projects.
  • Monitors the progress and effectiveness of the contractor’s project quality management system. Recommends and implements improvements when required.
  • Coordinates all QA/QC activities with Division project managers.
  • Coordinate all quality-related correspondence with Construction & Engineering program managers.
  • Conducts periodic construction site visits and provides the respsective program manager with an observation report.
  • Obtains all project documentation at close out.
  • Provides recommendations to Director-Capital Programs and Director – Capital Projects Office regarding the performance of the quality management system.
  • Participates in bid document reviews, design optimization reviews and value engineering of capital project designs performed by Construction and Engineering Department consultants.
  • Reviews procurement documents prior to advertisement to ensure consistency and verify readiness.
  • Reviews and approves contractor and consultant invoices, and evaluates actual periodic performance against project schedule.  Ensures that earned value reporting of progress is maintained on a monthly basis.
  • Performs other duties as assigned.
Knowledge, Skills and Abilities
  • Must possess JTA leadership characteristics; including but not limited to, customer focused, innovative, strategic thinker and a team player.
  • Sound practice and knowledge of project planning, development, design, engineering and construction management methods, practices and principles relating to highway, building, transit and bridge construction
  • Demonstrated project planning and management experience involving critical path analysis and scheduling to coordinate and prioritize workload.
  • Excellent verbal and written communication skills; proven ability to communicate with stakeholders and project teams.
  • Individual must be able to work effectively in a fast-paced, demanding and frequently changing business environment and be able to make spontaneous decisions even with limited information
  • Ability to review, understand and interpret construction plans and specifications.
  • Strong organizational, analytic and strategic-thinking skills with demonstrated ability to create, implement and monitor complex plans and translate those plans into goals and concrete methods and strategies.
  • Ability to communicate and interact with audiences at various levels.
  • Ability to lead a team, or be a participant, regardless of position within the Authority.
  • Sound familiarity of basic federal, state and local construction codes and laws with knowledge of FDOT requirements preferred.
  • Advanced proficiency in the operation of a personal computer with preferred  project management software experience. .
  • Ability to clearly communicate with contractors and consultants.
Required Skills

• Must have at least 15 years of design and/or construction experience, with at least five (5) years’ experience in quality assurance activities.
• Must have experience working on projects with total costs ranging from $10M-$100M.
• Florida Professional Engineer’s Registration, or be able to obtain within six months of employment.
• Alternative delivery (Design-build (DB), Construction Manager At Risk (CMAR), etc.) delivery experience preferred
• Superior communication skills required
• Superior interpersonal skills necessary to effectively communicate and collaborate with staff, stakeholders, senior leaders, consultants, contractors, vendors, and technical staff
• Must be persistent in demanding quality processes and execution of our projects
• Must be willing to professionally challenge the status quo, ask tough questions of design professionals, and successfully resolve different perspectives and approaches to ensure quality
• Knowledge in the following programs; AutoCAD based design systems, GIS systems, QA/QC Systems, Project Management software, SharePoint software

• Responsible for completing all mandatory training classes.
• Responsible for reviewing and complying with all JTA policies, procedures and directives.
