Job Summary

Under the direction of the Program Manager, this position is responsible for managing the assigned capital construction projects implemented by the Vertical Program within the System Development Division.  This position is responsible for the design and construction of projects associated with the companies owned-facilities and transit amenities.  Responsibilities include overseeing vertical projects to ensure adherence to schedule, budget, quality and timely delivery, as well as overseeing consultant and contractor resources to successfully delivery the capital projects.

Essential Job Functions:

·Serves as senior project manager of Vertical Program capital projects including facilities, ferry, transit amenities and Skyway infrastructure.
·Manages all phases of project development from procurement of architecture, engineering and construction teams to existing conditions assessments, programming, feasibility studies, estimating and budgeting, schematic design through construction documentation, regulatory submissions and approvals, bidding, construction, and project close-out.
·Prepares scopes of work and design criteria for design projects.  Prepares scopes of work and specifications for construction and construction engineering and inspection (CEI) projects. Prepares scopes of work and selection criteria for additional professional services as required. Initiates and manages Task Work Orders for services procured through General Engineering Consultant and other continuing contracts.
·Develops and maintains project budgets and cost estimates for assigned projects.  Actively manages project scopes, schedules and budgets. Monitors project performance.
·Ensures consistent quality. Schedules and manages for integration of quality management during all phases of project.
·Prioritizes, plans, schedules, and oversees the inspection work for assigned capital improvement projects.
·Manages the safety, quality, permitting, right-of-way acquisition, project bidding, scheduling, cost control, payment certification, commissioning, closeout, and acceptance of the assigned projects.
·Coordinates the work of engineering personnel, designers, manufacturers, construction engineering and inspection team, independent testing agencies, and contractors on assigned projects.  Ensures that safety and quality are established as project priorities.
·Leads bid document reviews, design optimization reviews and value engineering of capital project designs performed by Division consultants.
·Represents the Division in pre-bid conferences held for assigned projects.
·Partners with Procurement to procure design, CEI and construction services in accordance with JTA guidelines.  Develops contract scopes and evaluates and negotiates fee proposals and schedules for consultant/contractor contracts to achieve desired project objectives.
·Reviews and approves contractor and consultant invoices, and evaluates actual periodic performance against project schedule.  Ensures that earned value reporting of progress is maintained on a monthly basis.
·Ensures that thorough project records are kept and maintained in appropriate locations throughout the life of the project.
·Reviews and analyzes contractor change requests and claims for time and cost.  Prepares the Authority’s position and recommendation for negotiations with the contractor. Leads negotiations with contractor on behalf of the Authority.
·Participates in public meetings, and presents project plans and progress.  Serves as the Authority’s point of contact for public questions and concerns regarding the design and construction projects.
·Conducts periodic construction field reviews to assess progress, check the job site safety and security, and verify that environmental requirements are being managed.  Prepares reports detailing the construction review, and makes recommendations to the Program Administrator on issues requiring resolution.
·Manages the construction and engineering inspection teams on assigned projects to ensure proper construction management of JTA projects from contract Notice to Proceed to contract closeout, and handover.
·Manages the review and response to requests for information from the contractor.  Ensures that engineer-of-record responses are thorough, accurate, and timely.
·Ensures that field inspections, reports, pay estimates, contractor requests, claims, etc. are responded to in a professional, accurate, and timely manner. 
·Ensures the timely submission of project record documents and as-built drawings.   Responsible for managing the review and comment activity associated with the submissions.
·Coordinates the completion, facility occupancy and handover process with the project owners.  Ensures that all remaining open punch items are completed to the satisfaction of the Authority.
·Responsible for ensuring all permitting for design and construction projects are completed prior to project completion, and permitting activities are comprehensive and inclusive of all necessary information.
·Responsible for the preparation of periodic updates of the project progress and challenges/issues for assigned projects.
·Complies with federal, state, and local laws, regulations, codes, and/or standards in all work products of the department.
Required Skills

Bachelor’s Degree in Civil Engineering, Construction Management, Architecture, or a related industry field and a minimum of ten (10) years progressively responsible Engineering or Construction Management experience.

Experience in transportation and/or transit construction is preferable.

Florida Professional Engineer’s Registration, or be able to obtain within six months of employment.

An equivalent of twenty years of industry experience may substitute for the registration.

Pay Range
$75,000.00   Annually to $95,000.00   Annually
