Job Summary

nder the direction of the AVP - Construction and Engineering, this position is responsible for providing advanced administrative and technical support of projects implemented within the Authority’s Construction and Engineering Department within the System Development Division.

Essential Job Functions

·Provides administrative and analytical support for the Construction & Engineering department.
·Serves as the liaison between Construction & Engineering and the Capital Projects Office.
·Supports the AVP – Construction & Engineering with coordination with other departments across the Authority.
·Prepares documents and letters for signature and routing.
·Performs other general and complex analysis.
·Performs complex analysis and preparation of special reports and studies.
·Prepares and assists in preparation of presentations and reports. Works with department staff and staff across the Authority as required to compile sections of reports and presentations, and ensures organization and adherence to established standards.
·Coordinates or leads as assigned to prepare internal and external project update reports, including quarterly funding partner reports.
·Assists the AVP – Construction & Engineering in day-to-day activities related to research, analytics and/or projects. Prepares and tracks agendas, meeting notes and action items.
·Reviews project archives to respond to public record requests and internal/external stakeholder requests for plans, reports and other historical information.
·Tracks project milestones and Authority goals for the Construction & Engineering department.
·Coordinates work orders and enters requisitions.
·Analyzes staff time charged to projects and works with project management team and the Capital Projects Office to address concerns.
·Coordinates with program and project managers to maintain detailed project schedules and tracks progress against the milestones. Analyzes schedules and compares actual progress to planned work to identify risks associated with meeting Authority milestones.
·Reviews and finalizes documents and correspondence prepared by others.
·Assists with public meetings and Authority workshops including the preparation of meeting materials and room setup.
·Obtains expenditure reports from the Capital Projects Office and reviews actual periodic performance against budgets.
·Maintains log of contracts and purchase orders issued for projects. Tracks and analyzes authorized work and spending against contract limits.
·Conducts research and data collection activities to assist with development and delivery of Construction & Engineering programs, policies and external agency initiatives; analyzes and interprets data collected and prepares reports based on conclusions.
·Assists with public outreach coordination, including responses to resident questions and concerns.
·Prepares and presents comprehensive technical, administrative, and financial analytical and statistical reports that present and interpret data, identify alternatives, and present and justify conclusions, forecasts, and recommendations based on data summaries and other findings.
·Participates in the budget development and fiscal year goals development processes.
·Coordinates grant administration activities, including project status monitoring reports and initial project kickoff.
·Provides assistance in resolving operational and administration issues; identifies issues and conducts research to find alternative solutions; makes and assists in the implementation of recommendations.
·Assists in development of department standards and specifications, and policies and procedures.
·Performs other duties as assigned.

Required Skills

Associate’s Degree in an appropriate related field and a minimum of three to five years applicable experience involving engineering or construction firms, or public agencies. Degree requirement can be met through a combination of related college level coursework and additional years of experience. A bachelor’s degree is preferred.

· Knowledge of project planning, development, design, engineering and construction management methods, practices and principles relating to highway, building, transit and bridge construction

· Ability to review, understand and interpret construction contracts and documents.

· Knowledge of grant funding and award requirements.

· Knowledge of and skilled in the operation of a personal computer with proficiency in Microsoft Office and utilizing financial and engineering related software.

· Ability to understand and effectively communicate engineering and construction language.

· Strong communication skills, both orally and in writing, with sensitivity, passion and a focus on unity and equity.

· Knowledge of or ability to become familiar with Federal Transit Administration (FTA) regulations.

· Highly motivated, well organized, detail-oriented, creative and innovative.

· Must possess good time-management skills and be able to multi-task.

· Ability to maintain a high level of confidentiality.

· Ability to work independently as well as part of a management team.
