Idea Recruitment has partnered with a public transit service provider in Jacksonville, FL in their search for a Security and Emergency Preparedness Administrator.
Under the general direction of the Chief Safety Officer, coordinates and monitors security related functions to ensure compliance with safety & security programs, including physical security and emergency preparedness in the areas of bus, rail and facilities operations. Typical duties include: assisting with security program development and implementation, threat & vulnerability assessments, security audits, inspections and investigations.
Essential Job Functions:
- Assists the Chief Safety Officer with all Essential Job Functions
- Manages activities of Safety and Emergency Preparedness Administrators
- Develop, implement and communicate a comprehensive safety program including the development and implementation of safety committees.
- Creates and provides a method of measurement for evaluation of the safety program’s effectiveness.
- Reviews and updates safety and emergency plans as needed.
- Assists in the development of safety procedures and checklists to be used within operations and in the field. Observes routing transportation activities to assure compliance with established safety requirements and regulations.
- Prepares periodic reports on program progress and makes revisions in curriculum as required.
- Responsible for the administration of classroom safety and emergency operations training for all employees.
- Develop and monitor fleet safety program.
- Investigate contractor performance history and bid standards.
- Assist field personnel with questions regarding safety.
- Aid field locations in upgrading-injury/illness prevention plans to reduce injuries.
- Maintain current incident data and accident investigations.
- Create internal audit standards.
- Monitor changes in safety regulations.
- Coordinate audits and develop follow-up reports.
- Interact with regulators as requested.
- Conduct accident investigations.
- Performs other duties as assigned.
- Performs mandatory storm/disaster job related functions that are essential to the Continuity of Operations Plan (COOP) and/or the EOC.
·Ensures compliance with Florida DOT 14-90 regulations for transit bus safety & security.
·Ensures compliance with DOT CFR 49/1415 regulations for rail fixed guideway systems.
·Ensures compliance with Coast Guard 33CFR for maritime/ferry systems.
·Ensures compliance with OSHA 29 CFR 1910.
·Responsible for completing all mandatory training classes.
·Responsible for reviewing and complying with all JTA policies, procedures and directives.
·Responsible for ensuring all direct reports have taken all mandatory training.
·Conforms with all safety rules and wears/uses all appropriate safety equipment.
Must have TSSP Certification in Bus and Rail or the ability to obtain within three years from hire date.
- Required Skills
Bachelor’s degree in Business Management or closely related field and a minimum of five years experience in transportation or heavy industrial safety environment – including at least two years experience in developing and administering safety, emergency or training programs. An equivalent combination of related training and experience may substitute for the degree.
Working knowledge of OSHA and EPA regulations. Requires 24 hour availability in the event of a disaster. Must have one of the following : Safety Certification i.e. Certified Safety Professional (CSP), Associate Safety Professional (ASP), Associate in Loss Control (ACLM), Associate in Risk Management (ARM) , Specific OSHA Certifications or other Nationally Certified Safety

· Knowledge of the principles, practices and techniques of safety and emergency planning within the transportation industry.
· Knowledge of applicable Federal, State and local codes, statutes and laws relating to transportation.
· Knowledge of National Safety Council , Florida Statute 341.061, Chapter 14-90, System Safety Oversight and OSHA, RCRA,NFPA, EPA, DEP, NIMS, Emergency Preparedness, Continuity of Operations planning, regulations and standards. Any regulations that are not known at the time of employment should be mastered within 12-18 months of the date of employment based upon an agreed-upon schedule.
· Demonstrated proficiency using Microsoft Suite software, including Excel, Word and Powerpoint.
· Ability to deal effectively with the public and to resolve complaints in a tactful manner.
· Ability to make formal and informal presentations to staff, as well as, any other required meetings.
· Ability to communicate effectively, both orally and in writing, with sensitivity, passion and a focus on unity and equity.
· A track record in budget management, stewardship and developing proven strategies to build multi-faceted external affairs and development programs.
