 @Orchard is supporting a growing Federal contract with proven capabilities in cybersecurity. We are seeking a skilled Senior Program Analyst to be proposed as a bid-as-key for a new project supporting the Navy. This role will be based out of Dahlgren, VA and will be responsible for coordinating and supporting operations contributing to organizational success, including payroll, data management, event coordination, and materials planning. As the Senior Program Analyst you will: 

  • Support continual Improvement, focusing on monitoring and reporting service and performance metrics and ongoing evaluation of collected data to maximize efficiency and effectiveness in balanced way while remaining affordable; manage opportunities as part of Continual Improvement practice; monitor IT service delivery performance, practices, and processes to identify opportunities for Continual Improvement endeavoring to optimize IT ecosystem and actively explore new technologies and ways of working while preparing personnel to support them as they are implemented.
  • Identify, recommend, measure, and report results of improvements to on-going operations and provide recommendations for planning, organizing, and managing critical aspects of development, design, testing, deployment, and effectiveness of capabilities.
  • Continuously monitor systems, capabilities, and services from end-to-end perspective for performance degradation and service interruptions; report performance degradation, faults, or interruptions.
  • Work with Customer to collect user surveys and provide analysis and recommendations to enhance end-to-end IT service performance, reduce costs, and achieve efficiencies.
  • Coordinate and support services to organizations; manage services that allow organizations to operate efficiently, such as secretarial and reception, administration, payroll, conference planning and travel, information and data processing, mail, materials scheduling and distribution, printing and reproduction, records management, telecommunications management, security, parking, and personal property procurement, supply, and disposal.
  • Implement procedures to improve productivity and customer service.
  • Acquire, distribute, and store supplies; dispose of surplus property or oversee disposal of unclaimed property.
  • Responsible for coordinating physical workplace with people and work of organization.

Qualifications: 

  • Six (6) years professional experience in relation to IT and network acquisition, analysis, planning, integrated logistics support, enterprise architecture, management support, and program cost analysis.
  • Active Secret clearance
  • Bachelor's degree in Accounting, Finance, Economics, or Business Administration preferred
