Senior Scientist – Marine Science - NOAA Program
Coastal Inundation Modeling

@Orchard is pursuing an opportunity to support NOAA’s Ocean Survey Department, including a Scientific modeling assignment focused on coastal inundation. We are actively recruiting an experienced Marine Scientist with significant experience in High Performance Computing and data modeling to join our team located accessible to one of NOAA OCS’s main locations in Norfolk, Silver Spring, or Seattle.
Your responsibilities will include
- Utilize scientific modeling, data processing, and management with experience in GIS, AI, Machine Learning, Cloud, web design, coding/scripting for automation, and application development.
- Develop and direct new and novel strategies for better implementing the data management lifecycle steps through innovative technology choices (cloud, etc.), and policy implementations.
- Advise on technology infrastructure issues to support data management and dissemination. Develop innovative strategies for data management lifecycle (i.e., from data creation, storage, and deletion, etc.), particularly in a cloud computing environment.
- Determine approaches to coordinate efforts with agency GIS (Geographic Information System) communities.
- Coordinate data management planning, documentation, preservation, and data dissemination to support office and agency projects.
- Develop and implement business practices to resolve complex data management problems. Formulate and execute GIS data/metadata management policy, including analyzing, interpreting, and implementing GIS data/metadata management policies and guidance.
- Expert-level knowledge of metadata standards and practices to interpret metadata standards and advise on strategies to plan, collect, document, and publish metadata.
- Expert-level ability to ensure that quality metadata is created, maintained, and made accessible to the public for all applicable scientific, technical, and geospatial data created and served by the program office.
Required Education and Experience
- PhD or Master’s degree in coastal ocean science, numerical modeling, marine science, or related field. (education equivalency: 6 years’ work experience).
- 6 years in a technical scientific field, inclusive of graduate schoolwork related to coastal ocean science, numerical modeling, marine science, or a related field.
- Experience working in a Linux environment.
- Experience working in a High Performance Computing (HPC) environment.
- Proficient in programming techniques, with expertise in at least one language such as Fortran, MATLAB, Python, or related languages.
- Working knowledge of code-sharing tools such as GitHub.
- Experience with ocean models such as SCHISM, ADCIRC, Finite Volume Community Ocean Model (FVCOM), and Regional Ocean Modeling System (ROMS) is a significant plus.
- General knowledge of NOAA operational ocean modeling systems and operations is a plus.
- Ability to interact with all levels of management internally, as well as with customers and stakeholders externally.
- Communication skills, both verbal and written. Demonstrated a high level of problem analysis and resolution skills.
