Salary: $72,000/year

Position Summary:  The Director of Out of Home Care oversees all administrative operations and organizational performance of placement in licensed foster homes (Levels 2-5), group homes, residential care, and other specialized placement settings. This position ensures clinical integrity, quality, contract compliance, utilization, and fiscal management. This is a senior leadership position managing complex challenges, problem solving and devising a plan of action. The Director of OOHC sets clear goals and expectations and ensures accurate data collection/analysis to evaluate trends, gaps, and where capacity building is indicated. This position reports outcome and programmatic data to internal and external sources and sets strategic direction. This position participates in the 3rd tier On Call Rotation.

Technical/Functional Expectations:

  1. Administrative Oversight - Essential Function: Ensure program and operating procedures follow regulations, code, and statute. Conducts quality and utilization reviews, assesses efficiency of operations, provides guidance, makes recommendations and provisions to address changes and achieve optimum efficiency.
  2. Senior Leadership-Essential Function: Problem solves and engages in critical decision making to manage complex challenges and devise a plan of action. Sets strategic direction to efficiently utilize resources, delegates responsibility and establishes formal means of accountability to meet goals and objectives in a cost-effective manner.
  3. Fiscal Management-- Essential Function: This position participates in the development and management of the Out of Home Care budget including financial forecasting, adjusting expenditures, and ensuring responsible stewardship.
  4. Data Collection/Analysis-Essential Function: Collects and aggregates data to evaluate trends, gaps, system performance, and diagnose areas where improvement is indicated. Recommends courses of action to improve processes, systems, and divisional results.
  5. Collaboration and Communication- Essential Function: Strong Collaboration and communication with other Directors/Senior Managers to proactively engage in operational strategies and information sharing to maintain open communication channels.
  6. Other duties as required: Job performance requires fulfilling other incidental or related duties as assigned, assisting, and training others, and performing duties of higher rated positions from time to time for developmental purposes.

Business Experience:
  1. Child Welfare 5-8 years: This position requires a broad knowledge of Child Welfare policy, procedures, and best practices.
  2. Supervisory - 3 + years: This position supervises the OOHC Manager
  3. Budget/Fiscal management: This position oversees a multi-million-dollar budget to fund all out of home care expenditures. This responsibility also includes budget forecasting and midyear reallocations.
  4. Valid Driver's License -Required to travel throughout the County and other locations for client and other meetings.
Educational and Experience Requirements:
  1. MA/MS - master’s degree or equivalent Human Services Related preferred.
  2. BA/BS-bachelor’s degree or equivalent in Human Services filed required.
  3. 3 to 5 years’ related experience required.
  4. 5 to 8 years’ related experience preferred.
