@Orchard LLC has been retained by well-established solutions provider within defense, intelligence, and critical infrastructure sector to identify & recruit an energetic IT Project Manager to support their federal work in New York City, NY. The initial period of performance is 4 Months with strong potential FTE opportunity for the right fit. Owing to the nature of the work, we are only able to accept applicants who can able to obtain minimum federal clearance to work.

Position Description:
IT Project Managers work independently managing projects with scope inclusive of developing individual applications or application systems, infrastructure/mobilization project or phases of a larger project or program. Builds, supervises and coordinates activities of the project team to assure the project meets the project sponsor and stakeholder expectations. The project manager plans, executes, and delivers all projects on time, in budget, and within scope in accordance with business priorities. Throughout the lifecycle of each project, the project manager tracks project status and manages project teams to mitigate issues and risks.

Responsibilities:
  • Responsible for the delivery and management of multiple medium-sized IT projects (annual project(s) portfolio size up to $2.5M) running concurrently
  • Develops the project approval documentation, integrated project plan, resource plan, contingency plan, and related project management artifacts
  • ​​​​Works with project team to develop estimates, schedules and work plans to ensure timely completion of a project or working group within a project
  • Assigns responsibilities and coordinates the activities of the team, including vendors and contractors
  • Prepare financial forecasts and provide on-going reconciliation of resources and other related project expenditures
  • Directs the formation, execution and closeout of the assigned project so it meets project specifications and requirements and is delivered within budget and schedule
  • Collaborate with project stakeholders to develop business requirements and user stories
  • Partner with business sponsors to define success metrics and criteria
  • Facilitate all operational checkpoint activities throughout the lifecycle of projects
  • Assess and resolve all high priority project risks as they are encountered
  • Ensure all projects adhere to project methodology compliance standards set by the company
  • Continually update relevant business stakeholder of project status and periodically publish project status reports
  • Serves as a subject matter expert to regularly brief key stakeholders on different aspects of assigned initiatives.
  • Represents the project in various project governance and inter-departmental forums
  • Defines and tracks project milestones while developing, maintaining, and reporting on an overall integrated delivery plan
  • Ensures all projects meet success parameters and ROI targets stated in business case
  • Mentors team members to develop technical and project skills; provides input for performance assessments and evaluations to Project Manager or functional manager
  • Demonstrates knowledge in Parsons business acumen and process and associated
  • industry technologies
  • Performs other responsibilities associated with this position as may be appropriate.
Required Skills/Experience:
  • 4-year degree in Business or Computer Science (or related curriculum)
  • 5-10 years of relevant IT experience and at least 4-6 years of progressive experience in project management.
  • Experience in business analysis, Agile framework using Scrum, Integration, and cloud computing skills/experience desired or an equivalent combination of work experience and education.
  • Ability to travel up to 20%
Certifications:
  • Required or ability to obtain: Project Management Institute Project Management Professional (PMP)
  • Special Consideration will be given for certifications in at least one of the following
  • SAFe Agile; Smartsheet; Project Management Institute Business Analysis (PMI-PBA)
