Our client has an immediate need for an experienced Financial Analyst to join a team on an engagement our client has managed for over a decade. It is a role that goes beyond many typical FA positions because our client’s team acts as a trusted advisor to the Government Client on a wide range of matters including contracts, technology, and project management, this is not your average “data entry” FA position.

About the role;

The Senior Financial Analyst must have prior experience supporting DoD program contract requirements, program schedules, and other related tasks including NAVSEA & NEPS. Direct support of the Department of Navy and specifically AN/USQ-82(V) Gigabit Ethernet Data Multiplex System (GEDMS) programs is desirable. Our client is seeking someone to be responsible for developing, maintaining, and providing financial information, plans, and projections for Navy requirements.

Your background will include; 

  • Experience with: 
    • Navy Enterprise Resource Planning (ERP)
    • NAVSEA Enterprise Planning System (NEPS)
    • Enterprise Data Warehouse (EDW)
  • Experience executing the following in ERP;
    • Executing 1400s (ZFD) Purchase Requisitions (PRs)
    • Supporting 1300 (ZSPS) Purchase Requisition execution (via government POCs)
    • Accepting MIPRS/Other Customer Funds
    • Documenting extensions and pullbacks
  • Experience creating and managing program office deliverables:
    • 7300s
    • Task Planning Sheets (TPS) in NEPS
  • Experience with answering SER data calls.
  • Proven experience acting as an interface with the Program Management Office (PMO), other Program Team Members, and Program Sponsors to execute funding actions.
  • Demonstrated knowledge of Standard Procurement System (SPS) a plus.
  • Prior experience maintaining program planning and execution spreadsheets, acceptable for Navy (SCN) appropriations.
  • The ability to work within the NEPS system, and provide support in the development of Task Planning Sheets that clearly delineate all program contract/contractor-and field activity related tasking, deliverable items, and schedules.
  • The ability to support overall day-to-day program management effort, including;
  • The preparation of/for briefings, hearings, audits, and milestone reviews.
  • Interaction with government and contractor personnel support programmatic briefings as needed.
  • Assist in the preparation of packages in various formats for Program Office contracting efforts.
  • Coordinating with government and contractor personnel in current and future year planning and execution of SCN funding streams.
  • Coordinate with Sponsors to be sure that funds are in hand to be executed in accordance with current program phasing plans.
  • Responding to various data calls and drills relative to the SCN appropriation to include Obligation Phasing Plans and Ship SCN Execution Reviews (SER).
  • Working closely with the Technical Leads to prepare cost estimates for 7300 submissions.
  • Reviewing requests for 1300 creation packages to be sent to the government for correctness.  This includes the actual data to be entered with each appropriation’s specific requirements as well as the “draft” Statement of Work document.
  • Responding to ad hoc drills, meetings, and other miscellaneous requirements. These efforts include, but not limited to: Dormant Account Review – Quarterly (DAR-Q) data calls, attend and provide financial details for PARM reviews, Technical Reviews, and Program Management Reviews (PMRs), Financial Improvement and Audit Readiness (FIAR)  Reimbursable Work Order (RWO) data call, and reconciliation in general (across spending plans, ERP, NEPS, 7300s, SERs, and other deliverables).

Specific prior skills and experience:

  • Must have an active DoD Secret clearance.
  • 5 years of experience in financial analysis for DOD programs, primarily the Navy.
  • Demonstrated mastery of Microsoft Excel.
  • Experience with Navy Enterprise Resource Planning (ERP) and NAVSEA Enterprise Planning System (NEPS).
  • Experience with SCN appropriation
