Commissioning Agent – IESS (Security Systems)

US-Remote, and Poland (assignment)

Must be able to obtain a US Government Secret Clearance (Active Secret preferred).

@Orchard LLC has been retained by a Federal Contractor with extensive experience executing large construction engagements, to identify a Commissioning Agent with extensive experience supporting complex intrusion monitoring and security infrastructure projects. The end-client is the US Government, and the project will likely include working in Poland for a period of 9-12 months, with other work conducted from the US on a work from home/remote basis. This is an incredible international opportunity providing assistance to the protection of US installations within Poland, you must be comfortable with an international assignment, and have the ability to obtain a Secret Clearance, it is better if you currently hold an active clearance.

About the role:

As the Commissioning Agent you will support the Project Manager conducting the following tasks;

  • Review of the Basis of Design with the Owner’s Project Requirements
  • Develop Cx specifications, plan reviews, concurrent review of submittals, on-site representation including monitoring of the installation of construction materials, project documentation of Cx issues, functional performance, integrated systems testing procedures, and the final Cx report. 
  • Represent our client in analytical and/or field assignments. 
  • Effectively engage with stakeholders on the engagement, including Federal representatives and other contractors.

Your background will include;

  • Demonstrated experience with IP-based IESS systems including access control, video surveillance, intrusion detection, and vehicle barrier systems.
  • Ability to demonstrate practical experience with at least three of the following areas; design, construction, installation, maintenance, monitoring systems, system testing, and troubleshooting operational issues. 
  • Scope, time, cost, and quality management experience is required. 
  • At least 3 years of IP based security system installation, checkout, service, or commissioning experience and have completed a minimum of five projects as a technical resource.
  • Experience developing and supervising equipment startup/acceptance tests as specified in the IESS equipment specification sections. Developing the commissioning schedule, performing or supervising contractor completion of commissioning pre-functional tests and checks as outlined in the Pre-functional Performance Checklists.
  • Developing and completing in-person Pre-Functional Checklists (PFCs) to start up and operate systems and equipment.
  • Developing and executing Functional Performance Tests (FPT's) including the provision of labor and materials sufficient for testing and operation of equipment to be commissioned.
  • Compiling commissioning related documentation to be incorporated into the Commissioning Reports
  • Developing and implementing the requirements of the Commissioning Specifications
  • Reviewing Contractor equipment submittals.
  • Approving startup/acceptance test submittals.
  • Writing the Commissioning Plan
  • Collecting & compiling the Pre-functional Checklists based upon input from the Contractor's startup specialists.
  • Developing the Functional Test Procedures for the FPT's, and witnessing FPT execution.

Your training, education, and certifications should include;

  • Minimum of two years of technology degree from an accredited community college or equivalent level of knowledge attained through practical work experience.
  • Certification(s) from applicable organizations, such as ASHRAE, ACG, AABC, AEE, NEBB, etc. are preferred. 
  • Must have a thorough understanding of fundamental electrical, control, and IESS principles as they relate to access control, intrusion detection, and integrated video surveillance systems. 
  • Must have familiarity and working knowledge of large IP based security systems as well as network architecture and installation of other ancillary low-voltage systems.
  • Must be proficient with networking principles, communication protocols and troubleshooting.
  • Familiarity with Honeywell Vindicator security systems is a plus.
  • Familiarity with USACE Quality Assurance and Construction Quality Management for Contractors (CQM-C).
  • Ability to verbalize the complete Cx process as defined by ASHRAE Standard 202.
  • Able to relate technical knowledge to a non-technical audience.
  • Must be proficient in reading/understanding architectural, electrical and low voltage IESS plans.
  • Must have a thorough understanding of a variety of access control, intrusion detection and integrated video surveillance systems. 
  • Preferred experience includes the ability to;
    • Identify and clearly document design/construction conflicts with other trades;
    • Identify and clearly document IESS and associated system construction deficiencies and derive recommended solutions from past experiences;
    • Understanding of design, installation, programming, operation, and/or troubleshooting of for access control, intrusion detection and integrated video surveillance systems.
    • Proficiency with Microsoft Office software programs including Word, Excel, PowerPoint and Publisher.
  • Physical abilities include but are not limited to: lifting/carrying 50 pounds (occasionally) and 20 pounds (frequently), climbing stairs or ladders, looking up/down, negotiating construction sites while walking extensively, bending, stooping, and kneeling.
  • Ability to travel for 1-year project duration located at the Naval Support Facility Redizkowo located in Redizkowo, Poland for full-time deployment starting March 2021.
  • Ability to perform during a 6 day work week of 54 to 60 hours per week for a 12-month duration
