@Orchard LLC has been retained by a fast-growing business consulting company, located in Arlington Virginia, to assist them in finding a Proposal Manager.

As a Project Leader you will:

  • Lead proposal processes: Oversee completion of 1-3 proposals at a given time
  • Deliver and ensure compliance with proposal timelines, resource alignment, technical/pricing strategies. Manage teams of internal and external resources
  • Complete reviews and ensure compliance with client requirements and/or government regulations (for federal/state proposals)
  • Conduct internal proposal process management including identifying section writers, identifying likely key personnel, coordinating past performance write ups, etc
  • Manage relationships: Develop and effectively manage relationships with other consulting firms and potentially clients
  • Establish close partnerships with other consulting organizations / companies to identify ways to partner and add value to clients on different opportunities
  • Build strong relationships with internal staff / external resources to understand their capabilities and how to form effective proposal teams
  • Write and Communicate Effectively: As needed, serve as a lead writer on proposals, putting pen to paper on communicating Rios’ solution to client requirements
  • Understand and be able to effectively describe Rios’ approach to client issues on topics such as organizational design, change management, human-centered design, data analytics, communications, business operations (and more!)
  • Identify new, innovative strategies to address client needs
  • Conduct research and structure effective research questions to understand the context of a client’s request and how to best fulfill their real needs
  • Develop processes, tools, and templates:  Continue to build out our proposal and business development infrastructure by identifying new resources, tools, and processes that will facilitate effective and efficient proposal writing

Knowledge Management:

  • Capture information about Rios resources (people, experiences, solutions, capabilities) and understand how to customize these experiences to client requirements
  • Build templates and tools for capturing information from team members and projects
  • Develop information repositories  to easily manage and store company knowledge in accessible ways for others
  • Someone who can retain and remember information with ease would thrive in this role


Education: BA/BS – Relevant degrees may include – Policy, Business, Communications, English. Masters welcome but not required

General experience:

5-15 years of professional experience (we are equally focused on attributes, as described below - we’re flexible on experience and its aligned with salary

Demonstrated experiences that require heavy level of organizations / project management skills. Strong communications skills necessary

Specific experience:

Minimum 3 years of proposal/grants experience would be viewed favorably, with additional experience in consulting a value add. We are seeking someone who thrives in organizing projects and communicating ideas

We are looking for someone who can both mature our processes, while also being adaptable to our proposal approaches. The ideal candidate is someone who loves to stay organized, oversee processes, and enjoys writing and producing new ideas to complex challenges (e.g. puzzle-solver)

Highly preferred:

Knowledge of contracting and procurement processes in the federal government

Demonstrated experience writing successful
