AGILE METHODOLOGY SUBJECT MATTER EXPERT (SME)

Active Top Secret Clearance required, with the ability to obtain an SCI.

@Orchard LLC has been retained by one of our clients, a Federal Prime Contractor, to help then find an experienced Agile SME to provide expert support to a government customer in the Arlington, VA area. The Agile SME provides expert support for the nation's new initiative to coordinate the Artificial Intelligence and Machine Learning (AI/ML) efforts across the Department of Defense in the DC Metro area.

The Agile SME will provide substantive support to the Program Management Office (PMO) coordinating all AI and ML development efforts for the Director of the Joint Artificial Intelligence Center (JAIC), a 3-Star Flag Officer in the Department of Defense.  The Agile SME will also assist by helping to develop and instill methodologies for the JAIC organization to ensure that all departments align with the JAIC overall mission.

Essential Functions:

• Provide Agile project management advice and counsel to the PMO team and JAIC programs as needed.
• Assist the government with establishing an Agile environment across the JAIC. 
• Develop Risk and Issue Management practices and registers.
• Scaling the development process as needed to handle larger and more complex enterprise-level projects.
• Developing a strategy to integrate an Agile development process across the JAIC’s business
• Designing and implementing an effective Agile transformation for the JAIC to include whatever level of cultural change and change management might be needed.

Required Qualifications:

• Bachelors’ degree in a relevant field
• 12+ years of related experience.
• 5+ years of direct Agile development leadership experience.
• Demonstrates excellent communication skills, a high level of integrity, and leadership courage.
• Must be a self-starter that can recognize needs and act with little to no guidance.
• Highly-motivated professional capable of managing demanding workload while prioritizing and managing competing priorities
• Excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
• Strong organizational management and problem-solving skills with impeccable multi-tasking abilities.
• Advanced MS Word skills; proficient PowerPoint, Excel, and Outlook application skills.
• Active DoD Top Secret and the ability to obtain a TS/SCI.
