Top Secret with SSBI required, ability to obtain SCI

@Orchard LLC has been retained by one of our clients, a Federal Prime Contractor, to help identify an experienced Program Manager to provide expert support to a government customer in the Arlington, VA area, focused upon a critical mission for our nation. The Program Manager supports the nation's new initiative to coordinate the Artificial Intelligence and Machine Learning (AI/ML) efforts across the Department of Defense in the DC Metro area.

The successful candidate will provide substantive support to the Program Management Office (PMO) coordinating all AI and ML development efforts for the Director of the Joint Artificial Intelligence Center (JAIC), a 3-Star Flag Officer in the Department of Defense.  The Program Managers will provide the PMO’s oversight support function for all JAIC development efforts and help ensure that all departments align with the JAIC overall mission.

Essential Functions

• Assist the Government PMO leadership with oversight of the JAIC Portfolio of programs.
• Provide insights and recommendations for the management of the JAIC Portfolio.
• In cooperation with the Government leads, institute clear roles, responsibilities, and authorities of PMO through charters, RACI matrices, or organizational charts/position descriptions.
• Define and execute the PMO process and standards for overseeing and guiding the JAIC portfolio of projects (e.g., lifecycle, milestones, performance, and resources).
• Provide strategic leadership support for implementing a PMO and tactical management support to stand up the PMO.
• Establish and maintain a governance decision making framework for projects - (e.g., project selection, risk escalation, strategic direction).

Required Qualifications:

• Bachelors’ degree in a relevant field
• 12+ years’ or related experience.
• 5+ years of direct program management experience.
• 5+ years of experience as part of a Program Management Office.
• Demonstrates excellent communication skills, a high level of integrity, and leadership courage.
• Must be a self-starter that can recognize needs and act with little to no guidance.
• Highly motivated professional capable of managing demanding workload while prioritizing and managing competing priorities
• Excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
• Strong organizational management and problem-solving skills with impeccable multi-tasking abilities.
• Advanced MS Word skills; proficient PowerPoint, Excel, and Outlook application skills.
• Active DoD Top Secret/SSBI and the ability to obtain an SCI.
• Conduct routine PMO performance reflection for refinement & improvement.
