@Orchard LLC has been retained by a growing Federal Government Contractor to identify and recruit an experienced and highly motivated Talent & Staffing Manager. The Manager will focus on partnering the Federal Capture & Proposal teams to ensure all staffing related aspects of the RFP are met and key personnel, whether current staff or potential new hires are identified and committed.

The Talent & Staffing Manager will bring their knowledge and understanding of the Federal Capture process, coupled with their experience working complex proposal staffing plans to enhance win-rates through a positive partnership with the BD team. The Manager will be a bridge between other key areas of any successful capture, including Pricing, Contracts, and internal HR/Resource Management.

As the Talent & Staffing Manager, you will;

  • Supports Capture across all core areas
  • Generates Proposal Requisitions
  • Responsible for all Proposal Staffing and Staffing Tables
  • Provides guidance to additional proposal recruiting support for all Business Development (BD) efforts
  • Assist in writing the staffing sections of the proposal
  • Assist in internal staffing support to help with displaced employees due to contract loss
  • Knowledge of applicant tracking systems and other recruiting software and CRM system to track applicants through the selection phase through to on-boarding.
  • Work with internal teams and Line managers to identify, interview, and hire needed talent across the firm.
  • Develop a recruiting strategy. This may include job posting optimization, recruiting marketing channel development, job board procurement, digital and non-digital employment marketing, comprehensive recruitment campaign planning, talent planning, and other sources.
  • Identify and source appropriate talent for current open roles within the organization
  • Identify future talent needs and proactively recruit and source; develop the talent pool.
  • Manage the recruitment process and life-cycle, including initial assessments and interviews.
  • Actively use social media, job boards, Internet sourcing, and other technical means to source candidates for open jobs.
  • Participate in employment events, such as career fairs
  • Perform other duties as required

As the Talent & Staffing Manager your background will include the following:

  • BS or BA from an accredited College/University in Human Resources, Psychology/Business or IT, or equivalent combination of education and experience
  • SECRET Clearance or the ability to obtain one
  • Must have a minimum of five (5) years of Staffing Management experience and a minimum of twelve (12) years of overall experience in Recruiting and/or Human Resources. 
  • Must have DOD & DHS Proposal Recruiting Experience.
  • Working knowledge of Microsoft Office products; primarily Excel and PowerPoint.
