@Orchard LLC has been retained by one of our clients, a Federal Prime Contractor, to help then find an experienced Military Ground Combat Analyst to work as a Program Analyst, to provide expert support to a government customer in the Arlington, VA area. In this role you will participate in bringing artificial intelligence into the maneuver warfare environment. The support covers the entire project, including bringing maneuver warfare expertise to the solutions, understanding and working within cost parameters, scheduling work to meet performance goals within set deadlines, performing administrative duties, and coordinating the actions of the other staff members. Because of the nature of the required duties, this position requires an individual with an intimate level of experience with Army or USMC Maneuver and Fire systems and strategies.

Essential Functions:

  • Develop and document standardized and scalable business processes, including processes for requirements gathering, leadership reporting, and knowledge management.
  • Conduct project planning activities, including updating timelines and roadmaps, drafting concept papers and justifications, conducting high-level scope assessments, and identifying/mitigating project risk.
  • Support implementation of the full software development life-cycle, including functional design, process design (including scenario design, flow mapping, etc.), prototyping, user acceptance testing and deployment, training, and defining support procedures.
  • Develop appropriate documentation across the software development life-cycle in accordance with Federal Acquisition Regulation, Defense Federal Acquisition Regulation, and other Department of Defense (DoD) Policy.
  • Develop, organize, forecast, and maintain financial budgets and track Warfighter Health financial milestones.
  • Create and coordinate budget and acquisition documents, including Unfunded Requirements, and provide input to the JAIC’s yearly Budget Estimate and President’s Budget submission.
  • Record and manage Warfighter Health-related user stories and technical requirements, including conducting stakeholder interviews and collecting and analyzing relevant data to generate recommendations for prioritization.
  • Assist Warfighter Health leadership with and document outputs of market research and field study activities.
  • Develop communications, briefings, and customer training material related to Warfighter Health for JAIC-internal and DoD-wide consumption.
  • Facilitate internal meetings, internal and external presentations, and requirements gathering sessions involving multiple stakeholders from different organizations.
  • Prioritize conflicting needs and handle matters expeditiously and proactively; follow-through on projects to successful completion often with deadline pressure.
  • Coordinate efforts with other JAIC groups and offices and maintain accountability of all assigned tasks.
  • Assist other team members in other specialties as needed to accomplish the overall mission.
  • Bring a high level of knowledge of US Military Maneuver and Fire subject matter expertise to the development of Artificial Intelligence and Machine Learning JAIC’s effort.
  • Prioritizes conflicting needs; handles matters expeditiously, proactively, and follows-through on projects to successful completion often with deadline pressure
  • Perform technical writing/editing, editorial consultation, proofreading, or overall documentation review for various documents, including acquisition, other program document, and technical papers, and correspondence. Ensure documents are prepared in the appropriate format and are free from grammatical errors.
  • Assist other team members in other specialties as needed to accomplish the overall mission.

You background will include:

  • Bachelor’s Degree required in a relevant field (preferably medical or healthcare-related).
  • 8+ years related experience in program and business analysis, including process improvement, project management, and budget preparation activities.
  • Experience with US Army or USMC maneuver warfare is required.
  • MUST have a functional understanding of AI and ML.
  • Coding experience with AI/ML highly desired.
  • Experience planning, coordinating, and sequencing software/IT delivery tasks in an Agile software development environment.
  • Background in the creation of acquisition/budget documentation in accordance with the FAR, DFAR, and DoD Policy, including: President’s Budget submissions, spend plans, high-level requirements overviews, business cases, etc.
  • Understanding and knowledge of agile software development projects, including the creation and prioritization of user stories and epics, concept papers, agile testing requirements, as well as change management and project management methodologies, concepts, practices, procedures, and standards.
  • Highly-motivated professional capable of managing demanding workload while prioritizing and managing competing priorities
  • Advanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills
  • Ability to work independently on projects, from conception to completion
  • Experience with navigating the Pentagon’s processes and the military chain of command is desirable.
  • Experience with the Planning, Programming, Budgeting, and Execution (PPBE) process is also desirable.
  • Must have a DoD Top Secret Clearance and the ability to obtain an SCI.
