Active Top Secret Clearance with SCI

@Orchard LLC has been retained by a Prime Contractor to fill an urgent requirement for an experienced Technical Project Manager to support IT Infrastructure and Mobile Communications projects for a Federal client located in Washington DC. Owing to the nature of the work, this position mandates possession of an active, Top Secret clearance (SCI eligible) or Top Secret/SCI security clearance and the ability to obtain a Yankee white clearance within 180 days of start. Single Scope Background Investigation (SSBI/T5) completed within the preceding 36 months.

On this engagement, the Technical Project Manager provides engineering and technical management of complex fixed and mobile communications modernization projects. He/She performs and/or supports all aspects and phases of Technical Program Manager functions, including development and maintenance of project plans, schedules, budgets, and reports. Identifies, tracks, and resolves all project risks and issues. Establishes, modifies, implements, and monitors systems.

Responsibilities & Duties include, but are not limited to:

  • Performs and/or supports all aspects and phases of the Technical Program Manager function, including development and maintenance of project plans, schedules, budgets, and reports.
  • Identifies, tracks, and resolves all project risks and issues.
  • Establishes, modifies, implements, and monitors systems and procedures to enhance timely and efficient workflow.

Work Experience, Knowledge, Skills & Abilities:

  • Minimum of 5 years of management experience in a technical IT program.
  • Program Management experience with DOD programs/programs executed IAW DOD 5000 would be Optimal.
  • Program Management Certification: Threshold is PMP; Objective is DAWIA; both would be Optimal.
  • Bachelor’s degree in Program Management, Business Administration, Engineering, Computer Science, or related discipline preferred. Equivalent professional government or commercial program management experience may be substituted in lieu of education.
  • Excellent written and oral communication skills.
  • Able to work effectively with all levels of management and staff.
  • Must possess prior experience in:
    • The development of new concepts and communicating how to apply them accurately throughout an evolving environment;
    • Coordination of work phases against the plan.
    • Determining the appropriate approach at the task or project level and providing solutions to non-routine requirements and operational problems.
    • Effective formal and informal interaction with staff, leadership and the Federal client stakeholders, both verbal and written, including presentations.
    • Firm understanding of how to handle the confidentiality of sensitive information.
    • The ability and willingness to work extended hours and travel as required.
