Idea Recruitment has partnered with a public transit service provider in Jacksonville, FL in their search for a Mobility Contract Manager

This is a highly responsible management position responsible for the planning, development, execution and oversight of current and future contracted services under JTA’s umbrella of mobility solutions. Under the direction of the AVP/Chief Mobility and Operations Support Officer, provides planning, acquisition, oversight and management of contracted mobility solutions such as ferry operations, alternative transportation, micro-transit/on-demand solutions, regional services and other special services. This position will lead advancement of current and innovative mobility solutions through internal and external stakeholder collaboration and communication. This position will advance the goal of the planning, development and implementation of equitable, efficient, and effective mobility solutions to meet community needs to drive economic development and enhance the customer experience.
                    

Essential Job Functions
 
  • Responsible for contract management duties for a variety of mobility solutions, such as ferry operations, alternative transportation, micro-transit/on-demand, regional services and other special services.
  • Champions regional expansion of mobility solutions.
  • Develops individualized standards of performance, policies, and procedures for each program of responsibility.
  • Develops and follows written, detailed plans for systematic contract oversight.
  • Assures compliance with JTA policy and procedure for vendor/provider oversight and audits.
  • Responsible for reporting on the efficiency, effectiveness, and reliability of mobility solutions.
  • Leads the development of micro-transit/on-demand services that enhances the mobility capabilities of the community.
  • Assures the effective delivery of mobility solutions through monitoring, reporting and oversight of performance, ridership, reliability, budgetary or other metrics.
  • Leads technological and innovative advancements for mobility solutions to enhance the customer experience.
  • Participates in community engagement for matters related to mobility solutions, such as Jacksonville Transportation Advisory Committee or City of Jacksonville’s Mayor Disability Council.
  • Ensures any incidents or accidents are investigated and reported in accordance with Safety and Security policy and procedures.
  • Collaborates with System Development on the planning and long term strategy and implementation of mobility solutions, including providing information for Transit Development Plan development.
  • Responsible for the development, acquisition and oversight of mobility solution providers with Procurement, Risk, or Legal departments through Request for Procurements or other means of solicitation.
  • Collaborates with Marketing, Communications and Public Relations for community awareness and ridership development initiatives.
  • Collaborates with Community Engagement and Customer Service departments to provide public outreach and feedback on mobility solution programs.
  • Develops operating and capital budgets and collaborates with Finance and Grants departments to ensure proper funding and budget for mobility solution programs.
  • Responsible for the planning and agreements to operate the GameDay Xpress service.
  • Ensures coordination of mobility solutions with fixed route transportation.
  • Provides timely reports to JTA leadership on mobility solution performance or issues.
  • Ensures all contracts adhere to laws – federal, state, and local – which govern the operating mode.  These include adherence to the Americans with Disabilities Act (ADA), FTA Drug and Alcohol requirements.
  • Coordinates all audits, both internal and external, regarding performance of the operations of all contractors managed.
  • Develop annual budget requests for ferry operations and taxi and other special services
  • Performs mandatory storm/disaster job related functions that are essential to the Continuity of Operations Plan (COOP) and/or the EOC

Knowledge, Skills & Abilities
 
  • An advanced knowledge of contract management, especially pertaining to contracted services.
  • Knowledge and experience of maritime transit operations is considered a plus.
  • Proficient in the use of Microsoft Office Software.
  • Knowledge of Federal Transit Administration rules regarding contracted services.
  • Knowledge of innovative mobility solutions.
  • Ability to deal effectively with the public and to resolve complaints in a tactful manner.
  • Ability to identify and resolve operating problems and conflicts with assigned contractors.
  • Ability to communicate effectively, both orally and in writing, to employees of all levels within this organization.
  • Ability to make formal and informal presentations to staff, senior management and the public.
  • Must have the ability to contribute to management planning, as well as the development of programs to improve the performance of the mobility solutions.
  • Must possess leadership, characteristics such as critical thinker, accountability, team player and customer-focused.


 
Required Skills

• Bachelor’s Degree in Contract Management, Transportation, Urban Planning, Public Administration, Business Administration, or other related field and a minimum of five years of experience in the public transportation industry is required.
• A graduate degree in one of the above fields may substitute for two years of experience.
• Familiarity with the practices and procedures of maritime transit operations is preferred.
• Experience in budget development and administration is preferred.
