Summary: The Deputy Program Director will provide leadership and support in the design, coordination, delivery, and operational support of agency-level cybersecurity solutions that enable the overall strategic direction of VA’s DLP program.  The Deputy Program Director will help guide teams responsible for enhancing enterprise policies, strengthening security controls, and integrating diverse technology solutions through the implementation of operational activities and processes that align with DLP program strategies.

The Deputy Program Director will assist in the overall direction of the DLP program including defining, developing, and implementing cybersecurity strategies at a cyber program level and will guide DLP program initiatives that enable the deployment of technical capabilities and operational processes, at scale, in support of VA’s DLP strategic goals and associated roadmap.

Required Education: Bachelor’s degree or higher in a business or technical discipline

Required Years of Experience: 10 years, or 8 years of additional relevant experience may be substituted for education

Responsibilities:

  • Provide senior level cybersecurity, risk, and operational guidance to policy, engineering, and operational support team members
  • Coordinate Program lead discussions and facilitate decision making in alignment with client objectives
  • Provide tactical direction to program teams in the delivery of key DLP Program initiatives that move solutions to a fully configured, monitored, and managed status
  • Collaborate across internal and client stakeholders to identify key delivery areas, implement core operational processes, and fulfill program platform and standards-based requirements
  • Drive delivery of project work through planning and engagement with Program leads and support personnel
  • Define and promote engineering and operations best practices for DLP program releases that support agency-wide DLP initiatives
  • Serve as a thought leader, teaming with Program management, and act as a subject matter expert across multiple cybersecurity domains
  • Provide leadership, mentor, and coach a diverse set of teams to foster collaboration, increase team effectiveness, and promote program deliverables
  • Develop large scale processes for monitoring and controlling key information technology capability decisions geared towards ensuring the delivery of value to key stakeholders in a client organization
  • Provide support of audit, compliance, and risk management processes in a government agency and facilitate communications and guidance on agency-level privacy practices

Minimum Qualifications:

  • Deep understanding of the Cybersecurity and/or IT Security landscape
  • In-depth understanding of how to apply security controls such as NIST 800-53 throughout a large organization
  • Deep understanding of federal health and IT standards such as HIPAA, PCI-DSS, and CNSSI
  • Experience facilitating customer requirements and design meetings, driving agreement, and documenting actions and results
  • Experience in an Agile/Scrum organization; well versed in Agile system development techniques
  • Experience with the Cybersecurity Framework (CSF)
  • High standards and results-orientation with a commitment to delivering high quality initiatives on time in a fast-paced environment
  • Experience mentoring and training staff including system engineers, system and business analysts, and related support personnel
  • Experience working with remote team members
  • Excellent communication skills – written/verbal/presentation
  • Strong problem solving and critical thinking skills
  • Strong attention to detail
  • Strong strategic and tactical thinking skills

 Preferred Qualifications:

  • Experience with Data Loss Prevention programs or initiatives
  • Experience with Cybersecurity operations such as Incident Response and Recovery
  • Familiarity at a management level with DLP tools for endpoint, cloud, storage, and network pillars
  • Familiarity at a management level with Security Information and Event Management (SIEM) and Security Orchestration and Automated Response (SOAR) technologies
  • Previous consulting experience with Federal entities
  • VA and/or Healthcare IT experience
  • Experience working independently as well as in a team-oriented, collaborative environment
  • Ability to conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities
  • Prior technology leadership experience (i.e., Lead Architect, Lead Consultant, Manager, Director, Program Manager)
