The SA III/ ISSO will assist the government with Risk Management Framework (RMF) processes, DoD Enterprise Mission Assurance Support Service (eMASS) entries, preparation of documentation and artifacts to obtain Authorization to Operate (ATO) packages for new and existing systems, as well as continuous revision and accreditation of TEMPEST, SAV, and other cybersecurity requirements from the 412 CS WSC.

Essential Duties and Responsibilities
&middot;    Performing technical audits and enforcement of information systems security procedures.
&middot;    Creating and maintaining assessment/authorization documentation.
&middot;    Performing configuration management of hardware and software.
&middot;    Reviewing adequacy of security controls in accordance with the RMF and other relevant government regulations.
&middot;    Providing cybersecurity support for Stand Alone, Local Area Networks, and Wide Area Networks.
&middot;    Providing Risk Management support in accordance with DoD cybersecurity directives.
&middot;    Perform System Administration functions such as user account maintenance, application and OS patches and updates, antivirus updates, security/event log review and analysis, network documentation, tape backup operations, hardware issue escalation, user training, and user support.
&middot;    Performs the daily operation of MS Win server software to include system security, appropriate access, configuration and backing up system.
&middot;    Makes recommendations for future hardware / software implementations and related process improvements, schedules, plans and performs system upgrades including the transition from design, test, production and documentation environments.
&middot;    Specifies network requirements, monitors LAN performance, troubleshoots networking hardware and ensures system is working properly according to specifications and parameters.
&middot;    Organizes and secures directory structure and assists / trains staff members in the use of department.
&middot;    Document Management System, associated databases and CM/DM release procedures.
&middot;    Uses established policies and procedures and subject matter knowledge to complete complex assignments requiring originality and ingenuity performed under minimum supervision with considerable latitude for independent contribution.
&middot;    Serves as POC for problem reporting, incremental version updates and monitors yearly support contract.
&middot;    Knowledge of Auditing, RMF, STIGs, SCAP, and ACAS.
&middot;    Apply advanced networking and security knowledge to assist in buildup of the network(s).
&middot;    Knowledgeable in network security procedures, best practices, and implementation.
&middot;    Exercises discretion and independent judgement in representing and/or resolving matters of significance on behalf of the customer.
&middot;    Individual reports to an exempt onsite manager responsible for the IT Support Team operations.

Required Qualifications
&middot;    Associates or higher degree in Computer/Information Technology, or equivalent academic/technical training.
&middot;    Possess 7 years related experience or combination of experience in computer system basics and/or related areas of expertise.
&middot;    CISSP certification is required, but not for initial assignment.
&middot;    Must possess and apply a broad knowledge of principles, practices and procedures in computer science, graphics, and information systems. 
&middot;    Employee is expected to routinely cross fields in the completion of somewhat difficult and varied assignments.

Essential Duties and Responsibilities

Contract Administration

&bull;         Review and interpret contract terms, conditions, clauses, statements of work, deliverables, funding requirements, and performance obligations.

&bull;         Participate in proposal reviews, negotiations, and contract-award activities.
&bull;         Review teaming agreements, nondisclosure agreements, consultant agreements, and subcontractor proposal documentation.
&bull;         Assist leadership in evaluating contract type, acquisition strategy, terms and conditions, and potential business risk.
 
Subcontract Administration
&bull;         Support the solicitation, evaluation, negotiation, award, and administration of subcontracts and consulting agreements.
&bull;         Perform or coordinate subcontractor responsibility assessments, representations and certifications, exclusion checks, and required compliance reviews.
&bull;         Ensure appropriate federal clauses and customer requirements are incorporated into subcontract agreements.
&bull;         Monitor subcontract funding, deliverables, periods of performance, invoicing, and compliance.
&bull;         Coordinate with program management, finance, procurement, security, human resources, and technical personnel to resolve subcontractor performance or compliance matters.
&bull;         Support subcontract modifications, consent packages, terminations, and closeout activities.
 
Internal and External Communications
&bull;         Serve as a primary contractual point of contact for assigned programs and customers.
&bull;         Develop and maintain professional working relationships with contracting officers, contract specialists, contracting officer representatives, prime contractors, subcontractors, and business partners.
&bull;         Advise program managers and functional leaders regarding contract requirements, changes, funding limitations, deliverables, and customer direction.
&bull;         Ensure that only properly authorized government direction is accepted and incorporated into contract performance.
&bull;         Coordinate with accounting and finance personnel regarding billing requirements, funding status, indirect rates, and contract financial reporting.
&bull;         Prepare contractual correspondence, notices, memoranda, negotiation documentation, and management briefings.
&bull;         Provide contract-compliance training to program and operational staff.
&bull;         Support team collaboration and relationship management.
&bull;         Membership and participation in professional organizations such as NCMA 
 
Required Qualifications
&bull;         Bachelor&rsquo;s degree in business administration, contract management, finance, accounting, law, or equivalent years of experience.
&bull;         Minimum of four years of progressive experience working with and or administering federal government contracts.
&bull;         Demonstrated experience with multiple federal contract types, including firm-fixed-price, cost-reimbursement, time-and-materials, labor-hour, and indefinite-delivery/indefinite-quantity contracts.
&bull;         Working knowledge of the FAR and DFARS and familiarity with other agency acquisition supplements.
&bull;         Experience supporting competitive proposals, contract negotiations, modifications, funding actions, and contract closeouts.
&bull;         Experience administering subcontracts and flowing down applicable federal requirements.
&bull;         Strong analytical, organizational, negotiation, and problem-solving skills.

      <description><![CDATA[Summary

Provides support to the engineering and design staff by performing a variety of assignments during the installation, maintenance, repair, troubleshooting, calibration, testing, fabrication, construction, and operation of diverse electronic/mechanical equipment and systems in accordance with engineering specifications. 
 
Essential Functions / Duties:

Install new cable lines, both underground and in buildings.
Perform maintenance on existing cables, including evaluation tests and repairing old or malfunctioning cables.
Cut and splice Cat 5/6 copper and fiber optic cables.
Locate problem areas and perform other repairs as needed.
Install and maintain network, public address, telephone, access control and security systems and determine solutions for any issues preventing the service from operating normally.
Establishes and maintains filing systems, databases, and logs as needed for tracking project status and inventory.
Duties are performed both indoors and outdoors. Outdoor duties may be performed on even or uneven surfaces, which may be dry or wet. Outdoor duties may be performed on gravel or shingled roof.  Climbing stairs, ladders, towers, and scaffolds, indoors or outdoors, is required.
Ability to work in a field environment with some shift work.
Must be able to lift 50 lbs. (anything heavier requires two or more people or mechanical assistance).  Travel to remote working locations may be required

Required Qualifications:


Must possess at least 3 years of job-related experience.
Must have the ability to lift heavy equipment, and crawl into small spaces.
Must have general knowledge of electrical processes and familiarity with the equipment and tools used in the field.
Must possess strong interpersonal skills and ability to successfully interact with teammates, customers, and employees of other companies who may be working on integrated projects.
Must be able to obtain and maintain Secret Clearance.
Must have a valid, current state driver's license.
