The American Soybean Association (ASA) represents the interests U.S. soybean farmers on domestic and international policy issues important to the soybean industry. ASA has 26 affiliated state associations representing 30 soybean-producing states and more than 300,000 soybean farmers. 

Executive Director of Government Affairs

Under the direction of the CEO, the Executive Director of Government Affairs will oversee policy engagement for the ASA which is headquartered in St. Louis, MO. Together with the CEO and Board of Directors; the position will help direct the strategy, planning, execution and budget of the policy department of ASA. The Executive Director will reside in the D.C. area and be responsible for leading and managing ASA’s government affairs staff and the Washington, D.C. office. This position will supervise internal Public Policy team of at least 3 and external contracts as appropriate to carry out responsibilities of the Department.

Responsibilities:

  • Fully embrace the ASA mission to advocate for U.S. soy farmers on policy and trade.
  • Lead and manage the ASA government affairs team responsible for representing the policy interests of U.S. soybean farmers in Washington, D.C. Function as the senior staff responsible for office decisions in D.C.
  • Develop a systemized approach to focus on legislative priorities, which are established by membership annually and prioritized by the Board of Directors, to create a strong presence on Capitol Hill as an influential and pragmatic lobbying team on production agriculture.
  • Guide a regulatory strategy designed to proactively engage, analyze and/or respond to proposed or existing regulations which would have a significant impact on soybean farmers. Establish relationships with key agencies to improve communication with farmers and improve agency understanding of soybean farming today.
  • Elevate PAC participation and value through reevaluation of fundraising efforts. Develop and implement an engagement strategy aligned with ASA policy goals.
  • Engage with industry partners, NGOs, Foundations and other stakeholders to establish effective coalitions aimed at influencing legislative, regulatory and legal decisions which would have a significant impact on U.S. soybean farmers.
  • Assist the Communications Department in providing policy updates to Congress, the ASA Board of Directors, ASA Executive Committee leadership, industry partners and senior staff.

Qualifications:

  • Bachelor’s degree in Agriculture, Business, Political Science or related field.
  • Master’s degree preferred.
  • 7 - 10 years of experience working on federal legislative and regulatory matters preferred.
  • Experience developing workable implementation plans; communicate changes effectively; build commitment and overcome resistance; prepare and support those affected by change; monitor transition and evaluate results.
  • Requires moderate travel (up to 25%).
