OVERVIEW: 

The Program Supervisor will train, guide and supervise the ILP Coordinators to provide life skills supportive services to ILP eligible foster/probation youth/young adults.  The Program Supervisor will oversee both the El Dorado ILP team and provide supportive case management services to a caseload of up to 15 youth and allocate sufficient time to each responsibility. The Program Supervisor will manage all employment related needs for each ILP Coordinator.

DIRECT REPORTS: 

  • 1 FTE and 1 PTE El Dorado County ILP Coordinators

QUALIFICATIONS:

        Required

  1. Bachelor’s degree in Behavioral or Social Sciences required.
  2. Minimum of 3 years working with emotionally disturbed children/adolescents/young adults.
  3. Minimum experience of 2-4 years working with the ILP population.
  4. Minimum experience of 2 years management experience.
  5. Knowledge/skills/abilities in transition age youth unique needs and services.
  6. Knowledge/skills/abilities in ILP program service delivery.
  7. Experience in planning, implementing and managing community based programs.
  8. Proven excellent writing and verbal communication skills.
  9. Possesses the ability to motivate and maintain effective working relationships with staff and community partners.
  10. Knowledge of Microsoft Offices applications.
  11. Must meet Community Care Licensing Requirements for employment.

SUPERVISOR RESPONSIBILITIES

  1. Hiring, supervising, training, and evaluating performance of ILP team members.
  2. Oversee daily operations of ILP program.
  3. Research and develop community resources, establish and maintain relationships with community partners.
  4. Interface with County Child Welfare and Probation staff on all facets of case coordination.
  5. Attend county, community and collaborative meetings with partnering agencies.
  6. Complete monthly, quarterly and annual reports as required by contracts.
  7. Process timecards for ILP team members.
  8. Assist in development and maintenance of paperwork for accountability system.
  9. Collaborate with Director of NorCal Services in maintaining high level of staff morale.
  10. Ensures quality improvement and cultural sensitivity & diversity.
  11. Perform duties of an ILP team member
  12. Field internal and external referrals for youth to be engaged with the ILP program.
  13. Complete necessary documentation to include: assessment, intake, generating reports (monthly, quarterly, and annual), meeting write-ups, tracking outcomes, data entry into computerized charting system, keeping paper-based charts.
  14. Provide service activities to both in-care and emancipated youth, consistent with their TILP in a 1:1 setting, group setting, or both.
  15. Provide ancillary individual case management for the youth focusing on their life skill needs to include: education, employment, life skills.  This case management is not meant to take the place of any other case management they are/should be receiving (such as: from group home agency, or THP provider), but as a supplement.
  16. Be available and attend youths’ child family team meetings and emancipation conferences in order to provide feedback, support and resources related to the youth’s upcoming transition into adulthood.
  17. Attend ILP meetings and conferences.
  18. Provide needed transportation to enable a youth to participate in ILP related events if it fits within their TILP.
  19. Assist and guide youth in locating/navigating educational opportunities, vocational training, and employment opportunities.
  20. Distribute financial incentives/assistance to the youth in the form of incentives and/or emancipated youth stipend.  Maintain records of all distributions.
  21. Collaborate and coordinate with other agencies and community resources in order to better service the youth.
  22. 12.The employee may be required to make and/or receive physical contact in the process of delivering First Aid/CPR or Handle with Care, or in training to those methods. 
  23. 13. Ability to get CPR and First Aid certificate within 30 days of start date, and maintain a current certificate
  24. Must clear a Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) background check including fingerprinting before start date and maintain clearance
  25. Must clear a health screening, including TB before start date and maintain clearance
  26. Must be able to drive, have a valid driver’s license, clean driving record and maintain a clean driving record.
  27. Meet and maintain the minimum vehicle liability and property insurance limits (in order to be insured by our insurance carrier for transportation of residents)
  28. Other duties as assigned.
