Reporting to the Founder and CEO, the Chief Program Officer will be a part of the Executive Leadership Team as well as manage a team of program and administrative leaders providing services within our 5-Pillars of Success: Housing, Education, Employment, Well-Being & Unconditional Care. Primary responsibilities include day-to-day operational leadership, management and oversight of all program services throughout the agency. The Chief Program Officer will be responsible for executing the agency’s strategic plan ensuring success in meeting the agency’s outcome objectives.
RESPONSIBILITIES:
Provide Strategic Planning and Development for Ongoing Programs and New Programs
- In alignment with the agencies strategic goals and contractual relationships, ensure that all program services are meeting the on-going needs and outcomes as specified.
- Make modifications of program functioning as necessary in order to meet assessed needs.
- Ensure culturally & clinically proficient Evidence Based Practices are embedded throughout the core program services.
- Ensure all partners and collaborations are explored for agency leadership and ongoing synergies.
Management Staffing and Supervision
- Ensure programmatic outcomes are achieved in serving every child, youth and family aligned with our 5-Pillars of Success in Santa Clara, San Francisco, San Mateo and Placer.
- Provide leadership and supervision in line with agency philosophy of a strength based, servant-leadership participatory management style.
- Develop, maintain and monitor systems, tools and practices to improve agency efficiency. (CANS, Project Plans, Balance Score Card, Benchmarking, etc.)
- Oversee and coordinate the day-to-day operational aspects of ongoing program administration across-departmental and geographical function areas.
- Ensure the development, implementation and monitoring of program quality assurance standards that are in compliance with regulatory requirements.
- Develop, monitor and oversee program budgets and contract requirements, ensuring compliance, maximum revenue potential and efficient service standards are upheld.
- Provide leadership, training, oversight and direction to ensure high quality services with in housing and community programs.
Executive Management Activities
- Representation at all inter-agency and public levels (County, City, State and Federal) as delegated by CEO.
- Attend, coordinate and provide executive summaries to the Board of Directors with respect to various program development and activities.
- Actively participate in annual budgetary planning meetings as well as monthly agency-wide budget reviews.
- Ensure efficient and effective program standards aligned with agency accreditation COA standards.
QUALIFICATIONS:
Education and Work Experience
- Education or experience equivalent to a JD, MBA, Master’s degree in Public Health, Licensed Clinician or Business/Public Administration, Health Care Administration.
- 7+ years of responsibility in the social services & or mental health field with administrative or supervisory management experience to include Program Services Director.
- Demonstrated success overseeing comprehensive program delivery and support in the Mental Health and Residential Treatment Fields.
- Experience building and managing a high functioning service team providing services to children and families at all aspects of the formal System.
- Experience managing a budget of $5 million+.

Technical
- Technologically adept with advanced computer skills; knowledge and/or experience in electronic health records (EHR) preferred.
- Exemplary verbal, written communication, interpersonal, and negotiation skills; ability to communicate with tact and diplomacy.
