Description

The Program Manager (PM) candidate shall possess sufficient corporate authority to manage, direct, execute and control all elements of the task order. The candidate will serve as the primary technical point of contact between the contractor and the COR, and be responsible for the coordination of all contractor technical activities related to the task order. Team member will have a substantial background in the design, development, test and support of complex software, as a participating member of technical teams.

Duties Include:

  • Build and/or modify complex software systems.
  • Design solutions from top level requirements, converting requirements into architecture and design specifications.
  • Perform feasibility analysis on technologies and tradeoffs, while considering design constraints, integration, compatibility and implementation of technologies.
  • Design solutions for distributed hardware and software implementations within virtualized computing environments.
  • Conduct or participate in multidisciplinary research and collaboration with equipment designers and/or hardware engineers in the planning, design, development, and utilization of electronic data processing systems software.
  • Analyze computer user needs; advise hardware designers on machine characteristics that affect software systems such as storage capacity, processing speed, and input/output requirements; design and develop compilers and assemblers, utility programs, and operating systems.
  • Build and code applications and/or modules. Develop patches and upgrades to existing systems.
  • Build and/or modify complex application programs from design specifications and/or reverse engineer existing software/firmware as required.
  • Design, code, test, debug, document, maintain programs, and integrate with associated hardware and maintain programs.
  • Analyze, compile and document requirements for new or modified software application functionality; represent user needs to the technical development team.
  • Test development and production software for correct functionality, documenting issues and desired changes in technical detail sufficient for programmers to create or modify application code, schema, database structures, screen layouts, workflow, etc.
  • Develop programs and processes to demonstrate requirements compliance through design, development, integration, test and deployment cycles.
  • Develop test scenarios, test cases, and test procedures for requirements compliance. Define and configure test fixtures and instrumentation.
  • Conduct and/or direct testing of other test engineers or testers; documenting defects in the defect tracking systems.
  • Operate a variety of computer automated and manual test equipment including system simulators.
  • Ensure the accuracy and consistency of data results through thorough documentation processes.
  • Oversee several test projects simultaneously and provide scheduling support to operations. Validate test methods and document test results.
  • Develop test scenarios, test cases, and test procedures for requirements compliance.
  • Define and configure test fixtures and instrumentation.
  • Conduct software testing; documenting defects in the defect tracking systems.
  • Operate a variety of computer automated and manual test equipment including system simulators.
  • Conduct software testing and document defects in the defect tracking systems.
Required Skills

• Minimum of five years of experience in building and managing software development teams
using technologies and skill categories listed in paragraphs

Clearance:
Active US Government Security Clearance Required.
Optional Skills

Desired:
• Strong IT Infrastructure and IA background, a plus.
• DIACAP to RMF experience
