Full Time, Monday through Friday Hours
Pay scale: $63,647 -$107,957 Annually

SUMMARY:
Advanced professional level planning and administrative policy advisory duties.

Performs advanced level planning, conducting analyses and the collection of information pertinent to those analyses and preparing reports.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Reviews applications for proposed developments, comprehensive plan amendments and environmental permits for conformance with County plans and regulations. 

Consults with applicants and departments of County government to attain conformance with policies, codes and ordinances.

Prepares ordinances, reports, environmental studies, and statistical analyses. 

Reviews studies conducted by other agencies and private and public entities.

Provides assistance to local government in matters of plan implementation and development of regulatory codes and ordinances. 

Analyzes inter-departmental procedures and proposes organizational changes. 

Evaluates county government policies and large scale, long range development proposals to judge their effect on the community's fiscal, environmental, social and physical characteristics.

Prepares agenda reports for monthly meetings and other meetings as required. 

Documents review process and records procedural compliance.

Monitors state and federal legislation and regulations relating to trends, reports and technical data, and provides proposed revisions. 

Collects and maintains pertinent information concerning current and projected changes in County operations and the community at large. 

Serves as essential staff in committees/policies applicable to their job assignment.

Principal Planner assigned to Urban Design perform the following additional duties:
Expands and updates form-based codes and land development regulations.

Analyzes pertinent demographic, business, retail and marketing data to guide sound, rational decision-making regarding New Urbanist policies and programs.

Oversees preparation of reports to the County Administrator and Commission on specific redevelopment proposals.

Provides planning expertise to support land development plan review from preliminary to permit issuance in accordance with all applicable laws, regulations and adopted policies.  Services can range from pre-submittal conferences, sketch review, when required.

Collects, assembles, summarizes, and analyzes basic data involved in planning, such as land use, population, economic characteristics, traffic, services, historic preservation, land development, and other factors pertinent to a master planning or comprehensive planning program.

Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the principles, methods and practices of urban and regional planning, or environmental specialization in landscaping, biology or related field.

Knowledge of biological principles of wetland and terrestrial ecology, through advanced academic training and experience.  Knowledge and application of technical writing standards for communicating with the public and other professionals internal and external to the county.

Knowledge of statistics, and of technical writing standards. 

Knowledge of the political, social and economic implications of planning and environmental resource protection.

Skilled in performing statistical planning analysis in accordance with planning principles, techniques and procedures. 

Able to utilize planning and environmental principles, and practices and be familiar with laws, codes and regulations concerning land use,
Ability to evaluate environmental violations and devise corrective actions required to remediate them. 
Ability to interpret blueprints, development plans and environmental permits.
Ability to supervise planning studies and to formulate recommendations for planning standards. 
Ability to train others, to prepare and analyze various planning data, and to prepare concise reports.

Ability to analyze technical data for various work products, including indicators, monitoring reports, intergovernmental relations, and environmental studies. 

Ability to apply organizational and management practices to the analysis and evaluation of programs, policies and operational needs. 

Ability to interpret federal and state regulations, land development regulations, plan policies, administrative rules to other government officials and the public. 

Ability to utilize planning and environmental principles, and practices and be familiar with laws, codes and regulations concerning land use.

Ability to supervise assigned professional and technical employees.

Ability to practice professionally in a field additional to planning, which is necessary to the effective functioning of the department, for example, law, accounting, engineering, architecture, real property appraising.

Ability to communicate effectively orally and in writing, exercise tact and diplomacy and establish effective working relationships.

EDUCATION and/or EXPERIENCE:
Graduation from an accredited college or university with a Master's Degree in Urban and/or Regional Planning, Urban Design, Engineering, Architecture, Environmental Science, Biology, Ecology, or Landscape Architecture or closely related field and three (3) years professional practice in planning which includes comprehensive planning, development review, environmental compliance, or urban design planning.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver’s License

American Institute of Certified Planners (AICP) or certification by an environmental professional organization preferred.
