Position Summary: This position supervises the continuum of clinical services providing direct oversight of the agency's Mobile Response Teams, Medicaid Behavioral Health and Targeted Case Management Services, Parenting with Love and Limits, Parents as Teachers, Head Start and other clinical programs as needed. This position ensures that all contractual and performance measures are adhered to. This includes utilization reviews of case records and compliance with the Florida Administrative Code, Florida Statute Chapter 39 and all agency policies, operating procedures, and applicable COA standards. This position ensures the maximization of the management of available resources and use of alternative funding streams to include informal and natural supports in the community. The Director of Clinical Services provides leadership in both program implementation and capacity building in a flexible, responsive service delivery system.

Technical/Functional Expectations:

  1. Clinical Supervision-Oversight, support, and consultation with the team to ensure quality supervision, quality client care, and clinical staff professional development in a systematic and planned manner.
  2. Monitors Program Performance/Adherence to Contract Measures: This position monitors performance in accordance with agency performance and contractual measures and provides strategic direction to produce desired outcomes.
  3. Oversight of Medicaid Programs: This position provides oversight of the Medicaid Behavioral Health and Targeted Case Management Services for children and adults with serious emotional disturbances.
  4. Mental Health Referrals: Assist in tracking Mental Health referrals for children to document actions taken.
  5. Quality Assurance/ Quality Improvement Activities: This position participates in agency quality assurance and quality improvement activities to improve performance and assess gaps and deficiencies in accordance with agency operating policies and Council on Accreditation standards.
  6. Fiscal Monitoring, Forecasting and Budget Development: This position engages in budget development as well as ongoing fiscal monitoring and forecasting of clinical programs' contracted services budget; adjusting and controlling expenditures in addition to financial forecasting.
  7. Strength Based Family Centered Practice Orientation: This position role model and aligns with a Strength Based Family Centered approach to enhance family wellbeing and embrace agency Wraparound philosophy and values. This includes participating in Trauma Informed Care initiatives as well as Crossover Youth Practice Model initiatives.
  8. Data Integrity: Assists and provides internal controls to authenticate data integrity.
  9. Other Duties as required: Job performance requires fulfilling other incidental or related duties as assigned, assisting, and training others, and performing duties of higher rated positions from time to time for developmental purposes.

Business Experience:

  1. Clinical Services Experience: Three to Five years clinical services experience required to effectively supervise and coach clinical service options and support.
  2. Licensed Mental Health Counselor/ Licensed Clinical Social W: LMHC/LCSW. This position requires licensure as a
  3. Licensed Mental Health Counselor or Licensed Clinical Social worker in the State of Florida.
  4. Project Management: Project management is required to maintain the schedule of activities locally and to meet contractual and performance measures.
  5. Medicaid Billing experience: Minimum of two years Medicaid billing experience. This position must possess knowledge and experience of covered services of Behavioral health including procedure codes, fee schedules and billing.
  6. Valid Driver’s License and appropriate insurance: Must have Valid Driver’s License and appropriate insurance

Educational and Experience Requirements:

  1. MA/MS - master’s degree or equivalent required in Human Services related field.
  2. Master’s degree Counseling/ Psychology or Social work preferred.
  3. LMHC/LMFT/LCSW required
  4. 2+ years supervisory/management experience required.
