Position Summary

The Child Welfare Practice Expert position will serve as the Dependency Case Management Safety Practice Expert. This is an advanced professional position that will conduct and participate in various quality assurance case reviews to ensure fidelity to the Practice Model as well as identify areas of need of improvement that can be impacted in advance of the formal quality assurance review conducted by the Brevard Family Partnership training and quality assurance team.  This position will help advance fidelity to the Practice Model by providing consultation through case reviews, Practice Model trainings and coaching/mentoring. As needed, the Child Welfare Practice Expert will provide consultation with the Case Transfer Staffing's (CTS). This position will work with Case Management staff to ensure they have the proper knowledge, skills, and abilities necessary for case analysis and practice implementation.

Technical/Functional Expectations

1.       (QA) Productivity and Performance Optimization: Participates in Child Welfare Quality Assurance reviews to assure that case management activities are in compliance with Florida Statues, Florida Administrative Code, Children and Families Operating Procedures (CFOP), Federal Requirements, local policy and procedure and other directives.

2.       Quality Improvement Promotion - Essential Function: Participates in quality improvement activities to improve compliance, efficiency, and effectiveness of service provision to create better outcomes for the children and families served. Participates in special case management reviews to improve system responsiveness. Assists in staff development. Will also assist in areas of risk management by tracking concerns and preparing reports.

3.       Motivating Others: Providing guidance and direction to others including setting performance standards and monitoring. Motivating, developing, and directing people as they work to ensure fidelity to the Practice Model.

4.       Critical Thinking & Information Gathering: Uses logic and analysis to identify the strengths and weaknesses of different approaches. Knows how to find information and identifying essential information as it pertains to the Family Functioning Assessment - Ongoing (FFA-O) process.

5.       Quality Management: Coordinate Quality Management and monitoring activities, including file reviews, data roll-up, and analysis of trend data to ensure quality and improve processes.

6.       Training Delivery - Essential Function: Deliver or facilitate training for Child Welfare Professionals as topics are identified through quality assurance reviews and or in consultation with Dependency Care Manager Supervisors or Program Directions.

7.       Data Analysis - Essential Function: Collects, analyzes, and tracks data for the purpose of reporting about performance in the domains of child safety, permanency, and well-being.

8.       Customer Service - Essential Function: Establish and maintain positive working relationships with Brevard Family Partnership customers.

9.       Other duties as required: Job performance requires fulfilling other incidental or related duties as assigned, assisting, and training others, and performing duties of higher rated positions from time to time for developmental purposes.

Business Experience

1.       Effective verbal & written communication skills: This business experience is required to effectively train a wide variety of training curriculums and for writing effective summaries and reports.

2.       Strong interpersonal and organizational skills: This is required to effectively partner with various stakeholders and agency staff at all levels.

3.       Strong Analytical Skills: This position must review various data elements and identify trends, root causes, opportunities for training, and areas of strength to assess overall performance.

4.       Certified Child Protection Professional - Required: Must possess and maintain current and active Child Welfare Certification from the Florida Certification Board. This is required to serve in this role to understand the process of child welfare and exhibit competency while providing training and oversight. Minimum of 2 years’ experience is required.

5.       Valid Driver’s License - Required: This is required to travel throughout the County for monitoring and site visits.

6.       Knowledge, Skills & Abilities: Must have extensive knowledge of child abuse, neglect and maltreatment and experience in child protection programs and possess analytical skills to address complex child safety activities. Must maintain a working knowledge of federal and state laws regarding child protection and administrative codes.

Educational and Experience Requirements

1.       BA/BS - Bachelors Social Work Degree or equivalent required.

2.       MA/MS - Masters Social Work Degree or equivalent preferred.

3.       2 to 5 years related experience required.

4.       1 to 2 years supervisory experience preferred.
