PROJECT COORDINATOR – CARESCOPE OUTREACH
(Indigent Health Care Division)

MAJOR FUNCTION
 
Responsible for developing, coordinating and implementation tasks that relate to the CareScope project, and plans strategies to ensure deliverables are completed successfully and on time. Undertakes direct project organization and outreach support to create and execute project work plans and revises as appropriate to meet changing needs and requirements. The position requires the use of independent judgment in setting priorities, coordinating work, and handling multiple responsibilities and the ability to manage time while working with deadlines, and interacting with team members on a daily basis. Responsible for partner quality assurance, ensuring that securities are implemented, security monitoring, quality checked and maintained to meet HIPAA requirements. Prepares and complies data for reports. The position manages reporting aspects, operational aspects of a project, liaising with community partners at all levels, the IT Division, end users and the Indigent Health Care Division.
 
ILLUSTRATIVE DUTIES
 
Duties include, but are not limited to, developing training curriculum and training for new users and updates as needed. Establish and maintain communications, constructive and cooperative working relationships among internal and external CareScope users and with the county’s IT Division. Collaborates with the CareScope community partners to coordinate activities of the implementation team and ongoing outreach CareScope support.  Collects and analyzes data, and evaluates and reports program outcomes, including a plan for dissemination of information.  Prepare and submit project reports monthly or as required.  Keep supervisor informed of pending activities and the status of assignments.
 
Collects, organizes, analyzes, and presents data in an actionable format which supports decision making to meet goals and objectives of the Indigent Health Care Division and community partners. Coordinates and participates in collaborative planning activities and operational meetings pertaining to CareScope; summarizes outcomes and identifies next steps. Responsible for compiling and utilizing all resources required for completion of a project. Ability to track and project changes and produce updated project schedules.  Maintains an overview of all projects and effectively communicates progress. Ensures all project documents (hard copy and virtual) are complete, current, and stored appropriately. Coordinates meetings, prepares agendas, and presentations under the direction of management.
 
 
Investigates researches, composes, prepares and completes various reports and correspondence. Identifies, develops, and maintains operational policies and procedure manuals and other internal procedural guidelines as appropriate including QA and security procedural guidelines. Responsible for data entry using specific software application. Receives calls and emails from internal and external users. Develop and maintain reporting log(s) illustrating nature and outcome of calls. Performs related and other duties as assigned.
 
KNOWLEDGE, ABILITIES AND SKILLS
 
Knowledge of HIPAA privacy and security practices and safeguards. Working knowledge of health and human service programs and eligibility principles. Must be proficient in Microsoft applications including Word, PowerPoint, and Excel. Works within established databases and knowledgeable of information systems, and provides software support for health plan coordination.  Must have analytical skills and have the ability to effectively use personal computers. Ability to perform independently or as a member of multiple team efforts across diverse groups having responsibilities for providing county services. Ability to multi-task and manage multiple projects at one time.
 
Ability to research, investigate, detect, verify, recognize and recommend solutions or alternatives. Self-motivated and able to troubleshoot and problem solve using critical thinking. Ability to use independent judgment. Ability to communicate effectively, both orally and in writing. Must have excellent organizational skills. Ability to be flexible in changing work priorities. Must be able to independently carry out projects to completion.
                     
MINIMUM QUALIFICATIONS
 
Bachelor’s Degree in Health Care, Business, IT, or a related field with a minimum of two years’ experience in project management coordination or implementation, health care administration experience, or related experience.
 
Knowledge of HIPAA compliance regulations. Emphasis on problem determination and resolution, and the ability to use various hardware, software, network, and communication systems. Must have strong knowledge of computer systems and report writing.
 
A comparable amount of related training and experience may be substituted for the minimum qualifications, except for the equivalent of a 2-year degree.
 
Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
 
SPECIAL PREFERENCE
 
Knowledge and experience with Microsoft Project, Health Information Technology, Health Information Exchanges, Electronic Medical Records, and other applicable programs.
 
SPECIAL REQUIREMENTS
 
Must provide and utilize personal transportation in daily travel to remote sites to perform assigned duties and obtain personal injury protection insurance. Must have a phone within thirty (30) days of employment in this classification as employee. Must be available to work at various locations throughout Polk County.
 
Must be available to work special assignments such as shelter duty during emergency activation of special needs shelters within Polk County.

 
JOB LOCATION: Indigent Health Care – Bartow, FL 

WORK SCHEDULE:  Monday – Friday 08:00 AM - 05:00 PM  
 
HIRING RATE:  $37,710.40 - $46,072.00 (Pay Grade 18)
