PROJECT SUPERVISOR – CareScope
(Indigent Health Care Division)

MAJOR FUNCTION
 
Responsible for developing, coordinating and managing tasks that relate to the CareScope shared client health information system. Plans strategies to ensure deliverables are completed successfully and on time. Project manages various aspects of CareScope to create and execute project work plans and proactively makes necessary adjustments as appropriate to meet changing needs and requirements. Supports the development and implementation of the use of CareScope for internal County programs as well as outside agencies. The position requires the use of independent judgment in setting priorities, coordinating work, and handling multiple responsibilities and the ability to manage time while working with deadlines, and interacting with team members on a daily basis.

The position manages operational aspects of a project, liaising with community partners and the Indigent Health Care Division management. Responsible for the professional, technical, and administrative functions. Supervises, plans, coordinates, and directs the work of the CareScope Project Coordinators. Responsible for the development of planning for all stages of CareScope projects. Responsible for partner quality assurance, ensuring that securities are implemented, security monitoring, quality checked and maintained to meet HIPAA requirements. Prepares and complies data for reports. The position manages overall reporting aspects, operational aspects of a project, liaising with community partners at all levels, the IT Division, end users and the Indigent Health Care Division.
 
ILLUSTRATIVE DUTIES
 
Prepares and/or reviews all documents associated with projects including contracts, plans, technical specifications, timelines, and other reports. Monitors detailed planning of CareScope outreach activities. Reviews programs and services as a part of contract requirements pertaining to the use of CareScope. Ensures that functions pertaining to CareScope are on schedule and specifications in accordance with the associated contracts. Consults with IT and vendors to optimize the CareScope system to minimize operating costs. Explores methods of interfacing programs to increase efficiencies. Coordinates with division team members and outside agency representatives to achieve compliance.

Oversees routine technical support and coordinates with outside agencies as required. Prepares and presents PowerPoint presentations to internal management as well as outside agencies when necessary. Responsible for facilitating approvals for maintenance agreements. Acts as a liaison between IT and community partners. Administrative and supervisory work acting as a project manager, supervising the Project Coordinators, and overseeing the implementation process. Plans, schedules and reviews the work of all employees assigned in support of CareScope. May performs budget estimates when required.
 
Participates in collaborative planning activities and attends team meetings. Participates in operational meetings pertaining to the CareScope project and summarizes outcomes and identifies next steps.
 
Establish and maintain communication and constructive and cooperative working relationships and among community partners in the project. Responsible for documenting and reporting all aspects of the management of each CareScope project and progress. Outlines, prioritizes, and facilitates project scope, approach, execution of tasks, project timelines, and ensures effective project delivery. Develops and maintains status reports across project and program levels including issues/risks/concerns/constraints and action logs. Prepares and maintains a project files which includes schedule information and work activities. Ensures all project documents (hard and virtual) are complete, current, and stored appropriately. Schedules and facilitates various technical project and internal and outside agency meetings. Works with project teams to identify, address and resolve issues.

Maintains system and team workflows. Collects, organizes, analyzes, and presents data in an actionable format which supports decision making to meet goals and objectives of the Indigent Health Care Division and community partners. Responsible for collecting and incorporating contributions from key team members and provides updates to project plan. Responsible for compiling and utilizing all resources required for completion of a project. Investigates researches, coordinates meetings, prepares agenda’s, and various reports. Oversees operational policies and procedures and other internal procedural guidelines as appropriate. May receive calls from community partners or other outside agencies to determine, review and evaluate their needs, requests, and concerns. Performs related duties as required.
             
KNOWLEDGE, ABILITIES AND SKILLS
 
Knowledge of HIPAA privacy and security practices and safeguards. Must be proficient in Microsoft software applications including Word, PowerPoint, and Excel. Ability to perform independently or as a member of multiple team efforts across diverse groups having responsibilities for providing county services. Ability to multi-task and manage multiple projects at one time. Ability to research, investigate, detect, verify, recognize and recommend solutions or alternatives. Must have the ability to troubleshoot and problem solve using critical thinking. Must have general knowledge of business concepts, terminology, principles, practices, and analytical techniques of health and human service programs. Ability to clearly define system needs.

Ability to review the work of others and identify non-compliance. Ability to meet deadlines. Knowledge of various project delivery methods. Ability to oversee, coordinate, manage, lead and motivate team. Ability to delegate. Ability to interpret and utilize various local, state and federal rules and regulations. Ability to analyze and interpret data. Ability to monitor projects. Ability to establish and maintain effective working relationships with team members, outside agencies, and the general public. Ability to become familiar with internal and external County human service programs. Must be self-motivated. Ability to communicate effectively, both orally and in writing. Must have excellent organizational skills. Ability to see, ambulate independently, bend, stoop, sit, stand and drive.
 
MINIMUM QUALIFICATIONS
 
Graduate of an accredited 4 year college or university with a degree in health care administration, health information technology, or a related field with a minimum of 3 years’ experience in health care administration, and project management/coordination or implementation, or related experience; including 1 year supervisory experience.
 
Knowledge of HIPAA compliance regulations. Emphasis on problem determination and resolution, and the ability to use various hardware, software, network, and communication systems. Must have strong knowledge of computer systems and report writing.
 
Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
 
A comparable amount of related training and experience may be substituted for the minimum qualifications, with the exception of having a college degree.
 
SPECIAL REQUIREMENTS
 
Must provide and utilize personal transportation in daily travel to remote sites to perform assigned duties and obtain personal injury protection insurance. Must have a phone within thirty (30) days of employment in this classification as employee. Must be available to work at various locations throughout Polk County.
 
Must be available to work special assignments such as shelter duty during emergency activation of special needs shelters within Polk County.   
 
SPECIAL PREFERENCE
 
Prefer applicants with knowledge and experience with Microsoft Project, Health Information Technology, Health Information Exchanges, Electronic Medical Records, and other applicable programs and have a background in health and human service programs. 

JOB LOCATION: Indigent Health Care – Bartow, FL 

WORK SCHEDULE:  Monday – Friday 08:00 AM - 05:00 PM  
 
HIRING RATE:  $48,547.20 - $59,404.80 (Pay Grade 26)
