MAJOR FUNCTIONS
 
This is a technical engineering position responsible for engineering services required for the planning, implementation and operational verification of the county's government communications network.  Work includes system analysis and system performance verification testing.  Work also involves conducting communication surveys, performing field propagation tests and equipment evaluation tests, performing system evaluation, estimating future requirements, preparing comprehensive reports on technical studies and investigating and making recommendations to the Radio System Manager. Work is performed under the general direction of the Radio System Manager, who reviews work through conferences, reports, and results obtained.
 
ILLUSTRATIVE DUTIES
  • Coordinates the communications plans and projects of the Division with other department/divisions and municipal agencies, providing system equipment, cost and operational requirements; develops system design requirements for each agency; analyzes the interface requirements of law enforcement agencies, fire departments Emergency Medical Services and public works departments.
  • Performs consulting services to develop the detailed system engineering design requirements which encompass operational layout and advanced equipment applications based on the overall requirements of each law enforcement agency, fire department, Emergency Medical Services and public works departments.
  • Prepares and files Federal Communications Commission license applications, and is responsible for coordinating frequencies with the State Division of Communications.
  • Applies knowledge of local, state, federal and Associated Public Safety Communications Officers (APCO) requirements to management and execution of local frequency coordination.
  • Develops detailed bid specifications and implementation documentation and performs engineering field measurements and site surveys as required.
  • Performs procurement bid evaluations, engineering project direction and proof of performance witnessing.
  •  Maintains current knowledge of the rules, regulations, standards, practices and techniques in the area of communications to maintain engineering expertise in the field.
  • Maintains all system documentation and engineering drawings providing implementation drawings for system changes and as-built drawings on completion of changes.
  • The incumbent determines the government communications systems operational layout, requirements of users, future expansion of system, and bid evaluations.
  • Decisions regarding final budget proposals and final approval of purchases are referred to a higher authority.
  • The incumbent has daily contact with all departments, law enforcement agencies, fire departments, and emergency medical service officials in determining their needs and requirements on the government communication systems.
  • Performs related duties as required.
KNOWLEDGE, ABILITIES, AND SKILLS
 
Knowledge of communications systems design and operation; quantitative techniques used in engineering; the terminology, principles and analytical techniques of communication systems engineering. Skill in the use of engineering tools and equipment. Ability to design communications systems; apply engineering quantitative techniques; provide technical assistance relating to communications systems; analyze and interpret engineering data; communicate engineering information effectively verbally and in writing.
 
Must be able to establish and maintain effective working relationships with staff, officials, and the public; understand and follow oral and written instruction; see and hear at normal levels; sit for long periods, stand, bend, stoop, and drive from work site to work site; work in all weather conditions; plan, organize and coordinate work assignments; supervise and direct the work of others.
   
MINIMUM QUALIFICATIONS
 
Graduate of an accredited four (4) year college or university with a degree in Electrical Engineering and ten (10) years of progressive responsible experience in system design engineering, communications system management or related field.
 
Must be able to utilize all features afforded by word processing and spreadsheet software; including but not limited to Microsoft Office and other office applications.
 
Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.
 
A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of the four (4) year degree.
  
SPECIAL REQUIREMENTS
 
Incumbent may be required to deploy outside of the County in response to major events or disasters.


JOB LOCATION: Public Safety (Emergency Management Division) – Bartow, FL 

WORK SCHEDULE:  Monday – Friday 08:00 AM - 05:00 PM  
 
HIRING RATE:  $51,313.60 - $62,816.00 (Pay Grade 28)
