MAJOR FUNCTION
 
Highly responsible professional engineering work in the planning, development, implementing and management of the capacity of water, wastewater and reclaimed water systems.  Responsible for various activities related to treatment facility compliance and permit renewals plus the review of development plans and related documents within the Utilities Division. 
 
ILLUSTRATIVE DUTIES
 
Maintains the Division’s Quarterly Capacity Status Report.  Prepares professional engineering evaluations, assessments, studies, reports, and models of systems and facilities for planning, expansion, regionalizing and decommissioning systems and facilities.  Prepares and maintains capacity program for permitting and allocations of development projects.
 
Analyze and evaluate water production facilities, wells, pumps, chlorination systems, booster pump stations, wastewater treatment facilities, aeration systems, pump stations, distribution systems, collection systems, and transmission systems.  Coordinates with regulatory agencies on capacity commitments, used and available capacities. 
 
Professional Engineering signing, and sealing of permit applications and construction drawings.  Types of permitting duties include the engineering evaluation of treatment facilities for permit renewals, data computation for capacity analyses, permit document preparation, and Professional Engineer Certification (P.E. sealing) of permit renewal applications.  Conducts field inspections of water and wastewater facilities and reviews facility analytical data to assure adherence to permit compliance requirements for required reports.
 
Correlate and integrate capacity program with geographic information system and hydraulic analysis programs.   Establish, analyze and evaluate computer models (WaterCAD/WaterGEMS) to assist with master planning, pump selection, pipe sizing and other related hydraulic considerations.  Using established models, update with new inputs to determine acceptability of new building developments or uses.  Procure and manage consultant services as necessary on capacity programs.  Prepare construction contract documents for bidding purposes.  Procure and manage consultant services on design projects.
 
Performs related duties as required.
  
KNOWLEDGE, ABILITIES AND SKILLS
 
Knowledge of the principles and practices of civil and environmental engineering as related to water, wastewater and reclaimed water systems and facilities.  Knowledge of methods, techniques, and materials used in utility systems and facilities.  Knowledge of engineering evaluation, design and construction related to utility systems and facilities. Ability to read, review and interpret complex engineering plans.  Ability to prepare, analyze, and evaluate engineering data, reports, budgets, technical specifications, hydraulic models and regulations. 

Ability to use good judgment and make independent decisions.  Ability to plan, manage and evaluate work.  Ability to communicate technical and non-technical information effectively, both orally and in writing.   Ability to see, talk, hear, ambulate independently, bend, stoop, sit, stand, drive, make written notations, distinguish colors, and perform creative writing tasks.  Ability to concentrate on detail and sequential work tasks, to perform mathematical tasks and to research, investigate, detect, inspect, verify, and recommend solutions to recognize information or work and take remedial actions independently.

MINIMUM QUALIFICATIONS
 
Graduate of an ABET accredited four (4) year college or university with major course work in Civil, or Environmental, Engineering and have a minimum of four (4) years design, permitting, and system modeling experience involving water and wastewater utilities. 
 
Must be a registered Professional Engineer (P.E.) and be able to obtain registration with the State of Florida within six (6) months of employment.
 
Must have a valid driver’s license and be able to obtain a valid Florida driver’s license at time of employment.
 
A comparable amount of training and experience may be substituted for the minimum qualifications with the exception of the Professional Engineer (P.E.) registration and license.

JOB LOCATION:  Utilities – Bartow, FL 

WORK SCHEDULE:  Monday – Friday 08:00 AM - 05:00 PM  
 
HIRING RATE:  $56,721.60 - $69,492.80 (Pay Grade 32)
