MAJOR FUNCTIONS
 
Supervisory responsibility in the development, coordination and management of operations related to the programs of the Recreation portion of the Parks and Natural Resources Division.
 
ILLUSTRATIVE DUTIES
 
Responsible for serving at the direction of the Recreation and Programs Superintendent for providing recreation programming, special events, adult recreational programs, juvenile recreational programming, oversight of recreational facilities (that may include resource centers, campgrounds, athletic facilities and passive area facilities) and cooperative special events with other County agencies.  Partners with municipalities to provide recreational opportunities for residents and visitors.  Ability to manage and work within a programming budget, as directed by the Recreation and Program Superintendent.
 
Ability to coordinate the general development and direction of a year-round countywide recreation program for various interests and age groups.  Coordinate activities such as the Summer Recreation Program, Seasonal Events, Storytelling Festival and additional recreational and cultural events/programs as assigned and developed.  Supervisory responsibility in the development, coordination and management of all administrative operations related to providing recreation programs and facilities.  Develop, promote, produce, host and critique recreation programming in the unincorporated areas of the County.  Responsible for surveying constituents for programming and facility needs as well as satisfaction with current programming.
 
Supervise the development, production and operation of Summer Recreation Programs throughout the County to serve the needs of working parents in the unincorporated areas of the County.  This includes the responsible for the hiring and training of Recreation Aides to staff the Summer Recreation Program, as well as the coordination of summer feeding programs, field trips and transportation.  Assist the Recreation and Program Superintendent with the supervision of the budget for the Summer Recreation Program.
 
Receives and responds to general inquiries, requests or complaints from the public concerning recreational programs, recreational facilities, campgrounds, historic/cultural venues and resource centers.  Oversee the operation of recreation facilities, campgrounds, historic/cultural venues and resource centers.  Develop, market, produce, host and critique special events at these facilities.  Oversees the collection of revenue from these facilities and other recreation programs.
  
Assist in the interviewing, recommending for hiring and any administrative actions of Recreation Coordinators and part-time Park Aides.  Oversee staff as required.  Develop draft budget submission for the Recreation Team. 
 
Assist with the marketing of all Parks and Natural Resource amenities and programs.  Oversee and implement the Team’s social media strategies.  Participate in public outreach as it relates to the County Parks System. 
 
Perform related duties as required.
 
KNOWLEDGE, ABILITIES AND SKILLS
 
Knowledge of the principles and objectives of recreation administration, a variety of recreational programs, activities and general business practices related to recreation programming.  Ability to plan, assign, review and supervise the work of others.  Ability to use good judgment in administrative and personnel matters making independent decisions.  Ability to display a cooperative attitude and willingness to respond effectively and timely to general public concerns.  The ability to reflect County philosophies and needs through recreation unit planning, programs and goals and objectives. 

Ability to communicate both orally and in writing.  Ability to establish and maintain an effective working relationship with employees, officials and the public.  Ability to drive to each program site to evaluate facilities and program procedures for safety and effectiveness.  Ability to ambulate independently.  Ability to work flexible hours as necessary to accommodate programming and its direct on-site supervision.  Ability to lift a minimum of twenty five (25) pounds regularly and a minimum of forty (40) pounds occasionally.  Ability to work flexible hours as assigned.  Ability to perform basic math and accounting functions. 
 
MINIMUM QUALIFICATIONS
 
Graduate of an accredited four year college or university with major course work in recreation or a related field and have a minimum of three (3) years’ experience as a parks and recreation professional or six (6) years’ experience as a parks and recreation professional with at least two (2) years in the recreation disciplines. 
 
Must have a valid driver’s license and be able to secure a valid Florida’s driver’s license at the time of employment within this classification.
 
Ability to demonstrate a working knowledge and philosophies of the parks and recreation field, including:

E.  Rentals

PREFERENCES
 
First Aid and CPR certified.
 
SPECIAL REQUIREMENTS 
 
In the event of a hurricane, major storm, natural or man-made disaster that may threaten or impact the area, full-time, permanent employees will be required to assist in performance or essential functions as described in the Polk County Emergency Management Plan.
 

JOB LOCATION:  Parks & Natural Resources – Bartow, FL
 
WORK SCHEDULE:  Monday – Friday 8:00 AM - 5:00 PM  
 
HIRING RATE:  $39,062.40 – 47,715.20 (Pay Grade 19)
