(Parks and Natural Resources)

ILLUSTRATIVE DUTIES
 
Perform and coordinate planning activities as assigned by the Parks and Recreation Manager and serve as the supervisor of the park planning staff.  Perform and supervise professional technical planning work in all parks and recreation program areas and conduct special studies regarding the recreational and cultural demands of the County.  Analyze and evaluate pertinent data.  Prepare comprehensive reports and projections from the basis of data.
 
Prepare and presents public information for preparation and promotion of County Parks and Recreation plan documents and programs. Serve as a liaison to other County Divisions, consultants and regulatory agencies carrying out activities related to Parks and Recreation programs and facilities, including comprehensive plan and master plan development.
 
Review schedules, project time lines, plans and proposals related to parks and recreation development projects in order to plan and implement requests for proposals, purchase orders, alternative requirements, change orders and other related parks and recreation facility development needs.  Attend meetings with County staff and citizens to discuss parks and recreation development project status and related issues.  Prepare progress reports using time lines and other project management techniques.  Review and assess billing and change orders, request further information if deemed necessary, and recommend approval/disapproval as appropriate.  Prepare correspondence, graphics, and reports regarding project issues for distribution to appropriate staff and citizens.
 
Perform related duties as required.
 
KNOWLEDGE, ABILITIES AND SKILLS
 
Knowledge of the principles, practices, and techniques of park and recreation planning and development.  Knowledge of methods of collecting and analyzing park planning data and preparing reports, studies, and other correspondence.  Knowledge of applicable legislation, rules, and regulations regarding park and recreation development and safety. Knowledge of local Land Development Codes and procurement procedures.  
 
Ability to interpret land and aerial maps, site plans and construction drawings.  Ability to work with current computer technology and software, including, GIS, project management, spreadsheets, word processing, and communications.  Ability to speak and write in a manner that can be understood and effectively communicates to the target audience.  Ability to make public presentations.  Ability to perform creative writing tasks.  Ability to communicate staff assignments and meet the task requirements delegated by the Parks and Recreation Manager. 

Ability to delegate assignments to planning staff and other project team members, and perform other project management tasks which include effectively communicating to the Manager, as well as staff in other Divisions, and agencies. Ability to process Land Use changes and Conditional Use applications for Parks and Natural Resource Division properties. Ability to develop and manage consultant services contracts. Ability to develop, implement and maintain a park asset management plan. Ability to pursue, prepare applications and administer grants.
 
MINIMUM QUALIFICATIONS
 
Graduate from an accredited college or university with a Master's degree in Planning, Landscape Architecture, Parks and Recreation, Environmental Studies/Science, GIS, Urban Design or a related field and have four (4) years relevant experience or have a Bachelor's degree in Planning, Landscape Architecture, Parks and Recreation, Environmental Studies/Science, GIS, Urban Design or a related field and have five (5) years relevant experience.  Must be able to use a personal computer and software required for the position.
 
Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
 
A comparable amount of related training and experience may be substituted for the minimum qualifications.
 
PREFERENCES
 
Working knowledge of ARC/GIS Software Program.
Parks planning and development experience
Working knowledge of local Land development Codes.  
 
SPECIAL REQUIREMENT
 
In the event of a hurricane, major storm, natural or man-made disaster that may threaten or impact the area, full time, permanent employees will be required to assist in performance of essential functions as described in the Polk County Emergency Management Plan.

JOB LOCATION:  Parks & Natural Resources - Bartow, FL
 
WORK SCHEDULE: Monday through Friday (8:00 AM - 5:00 PM) 
 
HIRING RATE:  $51,313.60 - $62,816.00 (Pay Grade 28)
