CUSTOMER  SERVICE WRITER/WARRANTY RECOVERING SPECIALIST
(Fleet Management)

MAJOR FUNCTIONS
 
Provide a positive customer experience, analyze and translate specific vehicle and heavy equipment requirements/request both verbally and in writing through an automated fleet management system to shop supervision. Negotiate, track and initiate warrantable claims/parts to OEMs and vendors for recovery of funds or replacement parts. Manage Fleet Heavy Equipment Motor Pool for rental and loaner purposes. Administer aspects of the “Vehicle and Equipment Parts Management and Supply Agreement”.
 
ILLUSTRATIVE DUTIES
 
Serves as the customer’s first point of contact with Fleet Management, individual must be friendly, outgoing and maintain a positive attitude at all times.
 
Evaluates customer requests and translates them into a written work order that defines the issues in technical terms; aiding the technician in the diagnosis process. Ensure clear communication is provided to Fleet’s technical staff.
 
Using the County’s automated fleet management system (currently FASTER), initiates a work order utilizing the specified repair codes as required to accomplish the above. Every repair brought to Fleet Maintenance requires a work order, including requests for preventive maintenance, warranty work, vendor repairs, tires and body work etc. Closes the work orders upon completion and actively tracks open work orders and questions the need for the document to remain in open status.
 
Physically transmit the individual work order package to the appropriate Fleet Shop Supervisor for their action.
 
Maintain constant contact with customers throughout the repair process to ensure the customers are fully informed of progress or delays in the completion of their vehicle/equipment.
 
Discusses issues related to accidents or operator damage that may affect the ready status or billable cost of repairs with the customer. Serves as liaison between the customer and Fleet’s management staff in matters of contention or where more technical explanation may be needed.
 
Communicates any or all applicable Technical Service Bulletins/Vehicle Recalls to customers of vehicle/equipment for correction of defect or repair.
 
Tracks and manages vehicles/equipment that are out sourced to local vendors for repairs, towing and body work etc.
 
Emails customer surveys and relay the information to Fleet Management.
 
Assists shop supervision in reviewing completed work orders for accuracy and closes work orders to signify completion of repairs.
 
Notifies customer upon completion of vehicle repairs.
 
Acts as liaison between the customer and Fleet staff to field their inquiries and complaints to provide a timely response.
 
Performs contract administration functions for aspects of the Part Procurement Contract. The contractor receives a profit based on their fill rate performance. This position administers the tracking system, audits daily results against work orders to accurately measure monthly performance and report the results for computation of the supplier’s monthly invoice.
 
Opens work orders, ensure parts and labor are added for afterhours call outs.
 
Learns and maintains proficiency in the use of the County’s automated fleet management system to compile and analyze vehicle repair history as may be requested by customers.
 
Manages the integrity of the County’s preventive maintenance program by scheduling vehicle service according to their designated interval and by making service appointment requests as received from customers. Track Preventive Maintenance interval compliance and notify customers of intervals exceeded and the importance of completing this function in the correct time frame.
 
Manages Fleet’s Vehicle/Heavy Equipment Motor Pool to include scheduling of assets, tracking and issuing of rental agreements for equipment. Establish rental rates and ensure proper fees are forwarded to fleet management staff for billing. Inspect returned equipment and coordinate any scheduled maintenance and needed repairs through the appropriate shops.
 
Negotiates warranty policy adjustments on individual vehicles with the manufacturer. Warranty recovery, to include writing/filing claims and tracking warranty work done by OEM Dealers on County vehicles/equipment and any replacement parts that have warrantable claims. Communicate with suppliers and vendors to assess warranty status on vehicles, equipment, accessories and replacement parts. Tracks recovery of warranty monies and exchanges of parts. Annual recovery by this effort is estimated in the $150,000 – $200,000 range.
 
Performs related duties as required.
 
KNOWLEDGE, ABILITIES  AND SKILLS
 
Working knowledge as it relates to the design and operation of modern gasoline/diesel engines and related components and accessories. Working knowledge of troubleshooting methods and techniques as it pertains to automotive systems. Negotiation skills relating to warranty claims and recovery. General knowledge of Polk County’s geographical area of and location of Fleet facilities, to include hours of operation. Ability to learn and utilize the County’s automated fleet management system. Ability to understand and follow oral and written instructions to communicate them fully and clearly to others.

Knowledge of English, spelling, arithmetic, word processing, Excel and Outlook programs. Ability to meet and deal courteously and effectively with employees and the general public both in person, by phone and by electronic media. Ability to use desk top computers, printers and telephones. Must be able to handle multiple tasks and organize workload effectively. Understand the standard concepts and methods of maintaining a perpetual inventory. Must be able to handle multiple tasks and organize workload effectively.
 
MINIMUM QUALIFICATIONS
 
Graduate of accredited high school or possess an acceptable equivalency diploma. Three years of work experience as described below:

Two years of work experience in the repair or the assessment of repair to automobiles, aircraft, marine, trucks or heavy equipment and one year in customer service or field related to direct and daily personal customer contact.
 
Must have general knowledge of how automotive warranty processes work.
 
Must possess a valid driver’s license and be able to secure a valid Florida’s driver license at the time of employment.
 
A comparable amount of related training and experience may be substituted for the minimum qualifications.

JOB LOCATION:  Fleet Management, Bartow, FL
 
WORK SCHEDULE:  7:30 a.m. - 4:00 p.m., Monday through Friday
 
HIRING RATE:  $26,811.20 - $32,697.60 (Pay Grade 10)
