MAJOR FUNCTIONS
 
This is advanced supervisory work and administrative responsibility in the management of all parks within a defined geographical area or for specialized services provided on a County wide basis.  Employees in this class supervise a large staff of subordinates, frequently through subordinate supervisors engaged in grounds maintenance activities within a defined district or specialized activities throughout the county park system.  Responsibilities include planning and organizing comprehensive maintenance programs for grounds, landscaping, facilities, equipment, and structures, preparing and monitoring cost control systems and budget allocations, planning and organizing special events, establishing staffing levels, supervising revenue collection and accountability.  Incumbents exercise considerable independent judgment in supervising and coordinating diversified park operations and activities.  Supervision is generally through subordinate supervisors, over parks staff, roving crews, volunteers, contract workers and prison inmates, frequently dispersed to several separate geographic locations.  General supervision is received from an administrative superior who reviews work through personal conferences, written reports, and personal inspections for effective management of the assigned parks and related facilities.
 
ILLUSTRATIVE DUTIES
 
Supervises a large staff of subordinates, frequently through subordinate supervisors and composed of several separate crews responsible for park maintenance and operation covering an extensive geographical area.  Supervises and inspects the work of private firms under contract to perform services within assigned area.  Supervises a less extensive staff in a county-wide area where requirements exist for specialized intensive services due to high public visibility or heavy public usage.
 
Supervises cash handling and accounting for all revenues generated by various park operations; manages expenditures for goods, services and equipment.  Plans, organizes and establishes schedules for facility and grounds operations and maintenance.  Continually reviews grounds maintenance needs of assigned areas of responsibility.  Requisitions equipment, materials, and supplies required for work assignments.  Trains employees in proper use of equipment and materials.  Issues work orders for repair of equipment or facilities by various tradesmen.
 
Reviews budget requests from subordinate supervisors; develops budget recommendations for assigned area.  Identifies and reports needs for renovation or replacement of facilities or equipment. Develops policies; recommends and implements new methods, programs and equipment; establishes procedures to increase recreation and maintenance efficiency.  Prepares annual budget estimates and monitors expenditures; requisitions equipment and supplies and prepares periodic reports.
 
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.  Assists subordinates in program administration of facilities; offers advice and assistance on unusual and difficult problems; directs safety programs.  Meets with organized groups and individuals in order to define specific needs and interests and to adapt the program to such factors.  Prepares reports on district operation, maintenance and participation; implements recommendations concerning program application and improvement.  Confers with recreation staff to plan overall park programs, activities and special events; assist in scheduling activities.
 
Supervises the application of pesticides and insecticides to trees, shrubs, grasses, flowers and plants to combat insects, fungi, parasites and other pests.  Inspects parks, determines maintenance needs and supervises equipment maintenance procedures.  Communicates and enforces established safety measures and instructs subordinates in occupational hazards and safety precautions.
 
Performs related work as required.
 
KNOWLEDGE, ABILITIES AND SKILLS
 
Thorough knowledge of principals, practices and techniques of public park operations.  Thorough knowledge of supervisory principals and practices.  Thorough knowledge of maintenance requirements of parks, playground, athletic fields and other recreational facilities.  Thorough knowledge of the safety hazards inherent in the use of the types of facilities to which assigned and of necessary precautionary measures.  Thorough knowledge of turf management, fertilizing, irrigation, and preventive maintenance.  Knowledge of pesticides and insecticides used to combat pests and preserve trees, shrubs, and grasses.  Ability to review park maintenance needs and initiate required actions.  Ability to apply specialized maintenance techniques and methods to park maintenance projects.

Thorough knowledge of budget preparation procedures.  Ability to prepare and supervise the preparation of records and reports.  Ability to supervise subordinates in a manner conducive to full performance and high morale.  Ability to express ideas and information clearly and concisely, verbally and in writing.  Must have the ability to perform simple and complex mathematical functions (i.e. add, subtract, multiply, and divide).  Knowledge and ability to use personal computers.
 
MINIMUM QUALIFICATIONS
 
Graduate of an accredited high school or possess an acceptable equivalency diploma and have three (3) years of responsible administrative, supervisory, managerial or professional experience in park system maintenance and operations.
 
Must have completed an advanced supervisory training program.
 
Must have Trenching & Excavation Competent Person certification in accordance with current OSHA regulations.
 
Must obtain A Florida Ornamental and Turf Pest Control license within one year after accepting the position.
 
Must possess a valid driver's license and be able to secure a Florida driver's license at the time of employment in this classification.
 
A comparable amount of training and experience may be substituted for the minimum qualifications with the exception of the required licensure and certification.
 
SPECIAL PREFERENCES
 
Graduate from an accredited college or university with a Bachelor’s degree in Park and Recreation Management or a related field.  Certification as a National Playground Inspector and certification as a Plant Nursery Professional.


JOB LOCATION:  Parks and Natural Resources, Bartow, FL
 
WORK SCHEDULE:  7:00 a.m. - 3:30 p.m., Monday through Friday
 
HIRING RATE:  $39,062.40- $47,715.20 (Pay Grade 19)
