As we seek to aggressively develop our Federal Programs, we are looking to engage an experienced Business Development leader to own the Growth initiatives targeting NOAA where we recently were awarded a place on a large IDIQ, and are aggressively pursuing other related programs. This will be a leadership role, working directly with the President and CEO of the firm. Rewards will be commensurate with the ability to win projects and generate new revenue and will not be capped.

As the Vice President, of Business Development for NOAA Programs you will.
  • Lead the development and execution of comprehensive federal capture management strategies, including the identification and evaluation of business opportunities within targeted agencies.
  • Build cross-functional teams to ensure effective capture planning, and pricing strategies, and conduct thorough analysis to ensure competitive and profitable pricing.
  • Proactively identify and assess new business opportunities in the federal market and develop winning strategies for business pursuits.
  • Foster relationships with key stakeholders to enhance opportunity identification.
  • Formulate and implement innovative strategies for entering new markets.
  • Stay abreast of industry trends and government policies to inform business strategies.
  • Develop and justify Probability of Win (P-Win) estimations for identified opportunities by developing data-driven analysis and P-Win assessments.
  • Throughout the business development lifecycle, build and maintain strong customer relationships and act as the primary point of contact for key clients in the federal sector.
  • Invest the time to understand customer needs and align business strategies accordingly.
  • Collaborate with cross-functional teams to ensure seamless project execution. Monitor progress and address challenges throughout the project lifecycle.
  • Actively engage throughout the proposal process to ensure proposals align with customer requirements and demonstrate a compelling value proposition. Coordinate proposal teams including third-party experts and teaming partners from initiation through to the final review processes.
Your background will include.
  • Bachelor’s degree in a relevant field; advanced degree preferred.
  • Minimum of 8 years of experience in federal capture management and business development, including experience competing and winning work within NOAA.
  • Proven success in identifying, capturing, and growing government business demonstrated by examples of projects managed from lead identification through project award and initiation.
  • Strong project and program management skills, with a track record of successful project delivery.
  • Demonstrated experience in putting together winning teams by identifying appropriate teaming partners and managing key relationships with partners, subject matter experts, and stakeholders.
  • Examples of your ability to build strong relationships with key opinion leaders and government decision-makers, and to shape proposals to ensure your team is best suited for the award.
  • Multiple examples of ensuring you were successful in supporting Federal proposals as a prime or subcontractor including examples of the net value of projects awarded.
  • Prior examples of utilizing Small Business and/or 8(a) status to earn directed awards would be preferred.
  • Familiarity with GWAC vehicles and how to optimize their effectiveness in winning work.
  • In-depth knowledge of P-Win methodologies, price-to-win, and government compliance requirements.
