has been retained by a growing Federal contractor with a great culture to identify an experienced IT Project Manager. This position supports the Defense Human Resources Activity/ Defense Civilian Personnel Advisory Service (DCPAS) which requires comprehensive support to it’s HR IT Modernization efforts. The requirement includes providing support with requirements analysis, business case assessments, and change management for the DCHRMS and other HR IT efforts throughout the lifecycle of the following operations, of the following DoD and non-DoD Components: DoD – Air Force, Army, Navy, Defense Finance and Accounting Service (DFAS),Defense Logistics Agency (DLA), and National Guard (NG).


As the IT Project Manager you will; 

  • Provides day-to-day management of the contracted staff. Demonstrates effective team management skills. Demonstrates proficient levels of professional experience,
  • Acts as the liaison between the Contractor, contracting staff, and the government POCs.
  • Oversee projects of significant magnitude in terms of complexity, cost, and time
  • Creating and compiling project plans and work assignments, project schedules and milestones; facilitating and monitoring work efforts; identifying resource trends and needs; and escalating functional, quality, or timeline issues appropriately
  • Work closely with business stakeholders to understand negotiated, documented, and agreed upon request deliverables
  • Assessing, validating, monitoring, planning, and controlling/mitigating project change and risk
  • Communicate progress, status, and issues to client and Chirality leadership
  • Monitoring project performance using appropriate systems, tools and techniques
Your background will likely include the following; 
  • U.S. Citizen
  • Ability to obtain a public trust clearance
  • Minimum Education Required:  Bachelor’s degree or higher
  • Minimum Years of Experience: 5 years’ experience managing a team, as well as, experience in traditional project management disciplines and governance, and Agile/Scrum-based practices with demonstrated progression of increased scope and complexity
  • Project management frameworks and disciplines to improve the delivery of IT projects
  • Desire to work on a team in a collaborative culture and face directly with clients
  • Experience working in teams to produce high-impact work products, reports, and other deliverables in a fast-paced environment
  • Creative problem-solving ability and a consultancy mind-set
  • Ability to view problems from multiple angles and apply a variety of solutions to solving them
  • Manage multiple priorities and follow through on projects/tasks to completion; manage multiple tasks independently and prioritize to meet business needs
  • Present effective executive level and decision-making presentations. Explains complex technical concepts in pictures and words that are understandable to a broad audience
  • Demonstrate customer collaboration and engagement techniques
  • Demonstrate technical understanding of HR systems and related IT infrastructure
  • Experience with integrating HR software/systems with other enterprise applications (e.g. ERP, payroll, timekeeping)
  • Communicate clearly and concisely, orally and in writing, with users and technical support
  • Clearly articulating Chirality’s value-propositions and preparing final drafts of major deliverables assuring quality control​​
  • Desired:
  • 2 years of experience in the Management Consulting field
  • 2 years of experience with HR IT projects and/or large scale IT system implementations
  • Ability to travel 10% of the time
  • Advanced degree in a business or technical field preferred​​​​​​
  • 10 plus years of full-time professional project management experience, including hands-on experience in large, enterprise-wide projects, system development, and 3 years of supervisory and/or management experience
  • 5 plus years’ experience as a project administrator managing system migration projects
  • Solid organizational skills including attention to detail and multi-tasking skills
  • Experience with Agile / Scrum project management frameworks
  • FAC P/PM or PMP certification preferred
  • Industry-recognized IT service management certification preferred
  • Experience with Atlassian / Jira / Confluence.
