Talent Orchard a boutique talent solutions firm has been engaged by a top tier Systems Integrator in their search for a Capture Staffing Analyst (CSA) to join a team that develops key personnel requirements in support of the capture strategy associated with an approved pursuit effort. The successful candidate should have a working knowledge of federal bid and proposal process and industry practices. CSAs can be engaged with an opportunity from the pursuit decision to proposal submit and will lead the initial charge on identification of current employees through a resource management approach for potential slating as key personnel on new pursuits.

 

As a CSA, your role would include:

  • Reviewing the status of bids to determine engagement and schedule to develop and submit key personnel requisitions.
  • Maintaining a staffing pipeline to forecast and communicate upcoming recruiting needs to support approved pursuit efforts. 
  • Creating staffing documentation for each approved pursuit effort to align labor categories, RFP requirements and Company job codes. 
  • Working with compensation and pricing teams to determine target salaries for each key role and brief capture team on each staffing effort before execution.
  • Working under the direction of the Capture Manager for each opportunity and interacting with senior internal leadership.
  • Entering key personnel requisitions into recruiting system so that requisitions are created.
  • Tracking key personnel progress for intervention and problem solving with recruiting and capture team as needed.

 

As a CSA your primary responsibilities can include:

  • Forecasting, maintaining and reporting a staffing pipeline.
  • Reviewing draft or prior Request for Proposal (RFP) or other procurement documents to understand Key Personnel requirements.
  • Developing Key Personnel requirements for each approved pursuit effort including analysis of labor categories, RFP requirements, Company job codes, including other departments such as compensation and pricing.
  • Creating compliant, recruitable job descriptions, and enter into recruiting system for requisition creation.
  • Conducting internal workforce search for current employees who fit the requirements.
  • Tracking Key Personnel progress and revisit job descriptions or internal search when applicable.

 

 

To be successful in this position, your background should include:

  • Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience. (Note – strong proven background in directly aligned area of focus will be considered in lieu of degree)

 

  • Four (4) years or more experience in a Federal bid and proposal or government sales environment.
  • Knowledge of Federal Contract Vehicles.
  • Attention to detail and able to shift priorities to balance workload.
  • Ability to write and communicate effectively with other team members at various levels in the organization and across business areas.
  • Ability to work independently and able to determine and develop approach for each opportunity.
  • Professional assertiveness to drive pipeline and initiate conversations to get process started with decision makers.
  • Willingness to work evenings or weekends if needed to meet deadlines.

 

Desired Experience:

  • Experience supporting federal contracts, procurement, recruiting or grants management.
