Talent Orchard LLC, a Women-Owned Workforce Solutions Company has a contract opportunity for an experienced Talent Management and Acquisition strategist who has supported Human Capital projects within the Federal Government, preferably DOD. This is an exceptional opportunity to shape the Talent Strategy and manage the tactical execution for a critical agency with DOD.

This is not the type of opportunity that comes along very often!

Talent Orchard is searching for an exceptionally talented Human Capital Strategist, with a focus on Recruiting and Training Support to assist a DoD client in standing up a new organization, focused on emerging technology.

The successful candidate will be capable of developing a Strategic Recruiting plan. This would be a visionary document to include approaches such as outreach and cooperation with universities, and other non-traditional recruiting techniques, to feed future employees of the federal government, with an emphasis on emerging technology such as Artificial Intelligence. The candidate would then execute this strategic plan and would coordinate training for government staff. The agency is supported is just in its infancy and will grow significantly over the next several years.

This position will also support the development and establishment of organization-wide personnel processes, and incorporate the recruiting strategy and training strategy into the organizational plan for developing and sustaining a long term high tech workforce.

Responsibilities:

  • Develop and maintain a Strategic Recruiting Plan to include visionary techniques for high tech recruiting.
  • Work agreements with Universities to develop a pipeline of talent.
  • Lead the implementation of the Strategic Recruiting Plan.
  • Develop a training plan for Agency staff to better enable mission, and coordinate the training execution.
  • Assist in the development and document processes for organization-wide personnel management.
  • Assist in development, maintenance and management of civilian personnel best practices and policies.
  • Gauge the effectiveness of the Recruiting and Training plans and adjust them as required.
  • Brief Agency leadership on statuses/plans/needs/etc. of the recruiting and training efforts.
  • Performing market research.

Requirements

  • Bachelor’s degree
  • 12 years of related experience
  • Must be a subject matter expert in DoD Civil Servant recruiting and training (CES to Title 5).
  • Need to have a DOD Civil Servant HR Generalist background to including staffing, policy and HR analytics.
  • Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
  • Must be a visionary who can see unique/creative solution opportunities.
  • Must be a self-starter that can recognize needs and act with little to no guidance.
