Position Summary: Perform work associated with obtaining, maintaining and processing client information to determine eligibility for Federal subsidy for emergency shelter, foster care and adoption services.

Technical/Functional Expectations:

  1. Eligibility Assessment and Information: Continually review files to determine eligibility in order to recoup federal funds, and enter appropriate information into Statewide database.
  2. Complete Applications: Complete applications for Medicaid and Title IV-E and forward them to the Economic Self Sufficiency Child in Care Worker (ESS CIC) in order to determination of eligibility. Determine Presumptive Eligibility for Title IV-E.
  3. Case Documentation: Obtain and maintain appropriate case documentation (count orders, court reports and case plans), field notes, correspondences, CIS forms, birth certificates, social security cards, etc. for determining or re-determining eligibility of clients for Federal
  4. Eligibility Forms: Provide technical assistance on the completion of all eligibility forms in order to ensure accuracy.
  5. Placement Tracking: Track placement history logs showing movement from one Out of Home Care placement to another in order to maintain eligibility accuracy.
  6. Outside Agency Relations: Maintain open communication with Protective Investigators and Case Managers responsible for supervising cases of children in care, obtaining information on income, household composition and family resources in order to determine eligibility.
  7. Other duties as required: Job performance requires fulfilling other incidental or related duties as assigned, assisting and training others, and performing duties of higher rated positions from time to time for developmental purposes.

Business Experience:

  1. Experience in child welfare: Candidate/employee must have a thorough knowledge of the child welfare system in order to understand the components of Federal funding. A minimum of 2 years in care management is a minimum for this position
  2. Computer Skills: Ability to work with excel, access, and web-based data systems in order to accurately determine ongoing eligibility for children and families
  3. Knowledge of Statutes and Administrative Code: In order to correctly determine funding eligibility for active dependency and post adoptive clients, full knowledge of administrative code, state and federal IV-E statutes are essential.

Educational and Experience Requirements:

  1. BA/BS - Bachelor’s Degree or equivalent required.
  2. 1 to 2 years’ related experience required.
  3. 2 to 5 years’ related experience preferred.
