CHIEF CLINICAL OFFICER

Job Summary

Directs, administers and coordinates the activities of the hospital in support of policies, goals and objectives established by the Chief Executive Officer and the Governing Body by performing the following duties personally or through subordinate managers.  Directs and supports performance improvement and CQI activities.

Job Responsibilities

  • Guides and directs management in the development and promotion of new and existing hospital services.
  • Ability to direct the preparation of short term and long range plans and budgets based on broad corporate goals and growth objectives.
  • Maintains a sound plan of corporate organization establishing policies to insure adequate management development and to provide for capable management succession.
  • Develops and installs procedures and controls to promote communication and adequate information flow.
  • Establishes operating policies consistent with the Chief Executive Officer’s broad policies and objectives and ensures their execution.
  • Evaluates the results of overall operations regularly and systematically and reports these results to the Chief Executive Officer.
  • Manages all nursing and patient care department managers who supervise staff members in each Department including OR, Cath Lab, Nursing Floor, ICU and ER.  In addition to nursing departments, the Chief Clinical Officer manages supervisors in multiple departments including, but not limited to, Clinical Laboratory, Physical Therapy, Engineering, Nutritional Services, Environmental Services, Pharmacy and Imaging.
  • Ensures that the responsibilities, authorities and accountability of all direct subordinates are defined and understood.
  • Responsible for the overall direction, coordination and evaluation of the subordinate units/departments.
  • Directs and supports performance improvement activities for the hospital.
  • Maintains an environment of collaboration and cooperation among hospital departments.
  • Maintains open lines of communication with subordinate departments.
  • Responsible for interviewing, hiring, assigning and directing work, counseling, appraising performance, rewarding and disciplinary action when required.
  • Maintains communication with the medical staff; attends medical staff committee meetings including the Medical Executive Committee.
  • Supports and maintains a culture of safety and quality.

 

Organizes programs, policies and procedures are developed to assess, evaluate and meet the needs of the patient:

  • Implements standards of nursing practice reviewing and revising as necessary to reflect changes in nursing practice and patient population.
  • Responsible for the provision of nursing services 24 hours a day, seven (7) days a week.
  • Addresses and supports cultural practices as long as such practices do not harm others or interfere with the planned course of medical therapy.
  • Clear, concise and current written policies and procedures are available to assist the staff and minimize risk factors.  Nursing policies are approved by the Nurse Executive before implementation.
  • Recommends modifications, additions or deletions to nursing staffing plans to ensure reasonable hours and acceptable working conditions to provide optimal patient care coverage.
  • Initiates and participates in problem solving, policy forming conferences for patient care services.  Maintains close coordination with all departments to insure continuity and collaboration of services.
  • Performs all aspects of patient care in an environment that optimizes patient safety and reduces the likelihood of medical/health care errors.

 

Implements an effective, ongoing program to measure, assess and improve the quality of nursing care delivered to patients:

  • Each nursing department's performance improvement program interfaces with and supports the nursing department performance improvement program.
  • The results of each department's performance improvement activities are reported to the respective medical staff committees and to the hospital wide performance improvement committee.
  • Assures that nursing leaders review monthly performance improvement compliance with established indicators and sees that corrective actions are taken when negative outcomes are identified.
  • Collaborates with hospital leaders in developing, implementing, reviewing, revising and monitoring hospital wide performance improvement activities.
  • Exercises final authority over those associated with providing nursing care, treatment and services.
  • Develops and implements nursing staffing plans for the organization.
  • Ability to effectively present written and verbal information to top management, medical staff, public groups and Governing Body.
  • Ability to read, analyze and interpret financial reports and contracts.
  • Will function as Chief Executive Officer (CEO) in the absence of the CEO.

 

Professional Requirements:

 

  • Completes annual education requirements.
  • Ensures that all organization activities and operations are carried out in compliance with local, state and federal regulations, accrediting organization standards and laws governing healthcare operations.
  • Maintains and ensures patient confidentiality at all times.
  • RN License for the State of Kansas - Active (REQUIRED)

 

  • Attends annual review and performs departmental in-services.
  • Works at maintaining a good rapport and a cooperative working relationship with physicians, departments and staff.
  • Represents the organization in a positive and professional manner.
  • Attends committee, CQI and management meetings, as appropriate.
  • Resolves staff concerns at the departmental level, utilizing the grievance process as required.
  • Ensures compliance with policies and procedures regarding department operations, fire safety, emergency management and infection prevention and control.
  • Effectively and consistently communicates administrative directive to staff and encourages interactive departmental meetings and discussions.
  • Complies with all organizational policies regarding ethical business practices.
  • Communicates the mission, ethics and goals of the hospital, as well as the focus statement of the department.
