JOB SUMMARY:

Directs all components of the agency’s Human Resources program, including payroll, benefits, wage and salary administration, recruitment/hiring, policies and procedures, and employee relations. Serves as agency liaison for facilities management. Provides supervision of HR/facilities Assistant and Data Coordinator.

EDUCATION REQUIREMENTS:

  • Bachelor’s Degree in business-related field preferred, and 3-7 years relevant work experience
  • Professional Human Resources (PHR) Certification

EXPERIENCE:

  • Three (3) years progressively responsible assignments in personnel, payroll, benefits administration, related government reporting, preferably with a non-profit agency.

SKILLS:

  • Excellent organizational skills
  • Ability to develop and implement operational and organizational policies and procedures
  • Excellent oral and written communications skills
  • Ability to consistently apply mature judgment to a wide range of issues and problem-solving situations
  • High level of computer skills with different types of software (word processing, database management and spreadsheet, and payroll software)
  • Ability to interact effectively with CEO, staff, Board of Directors and volunteer groups

DUTIES:

  • Serves as agency Human Resources Director.  Responsible for maintaining accurate and up-to-date personnel records
  • Coordinates benefits programs available to employees of the agency
  • Primary liaison with agency’s Professional Employer Organization (PEO)
  • Coordinates the recruitment of qualified applicants to fill open positions and assist with staff reductions or restructuring of the agency to meet budget requirements
  • Communicates and ensures adherence to CRR personnel policies and procedures
  • Research, comprehends, and assures compliance with all applicable governmental rules and regulations relevant to the operation of the agency and evaluates monitoring procedures to assure this compliance (including affirmative action plans, EEOC requirements, safety requirements, etc.)
  • Serves as Plan Administrator for agency’s Retirement Plan
  • Interacts with vendors to ensure excellent, cost-effective benefits to the agency and its employees

Facilities Management:

  • Responsible for the management of agency facilities working through property management company and other vendors as necessary

United Way:

  • Coordinates the preparation and submission of the United Way Year End Reports and Organizational Reviews
  • Coordinates agency’s internal United Way Campaign and Days of Caring

Supervision:

  • Trains and supervises HR/Facilities Management Specialist to ensure adequate backup for payroll processing and handling any HR/facilities issues
  • Ensures position is also fully trained as back-up for Data Coordinator
  • Supervises Data Coordinator
