Cognos Reports Developer

Talent Orchard LLC, a boutique talent acquisition-consulting firm, has been retained under contract by a Federal Contractor to assist in identifying a Cognos Reports Developer.  
 
This client helps executives and managers at all levels of government maximize their performance and efficiency in the face of ever tightening budgets and increased demand for services. We give clients creative, cost-effective solutions that enhance their acquisition, financial, human capital, information technology, data analytics, and performance management.  

ESSENTIAL DUTIES:
Provide quantitative analysis and reporting of Client’s frontline hiring process. Analysis and reporting revolves around identifying and planning for process improvements and projecting frontline staffing levels considering new hires and attrition.
In addition, the team provides ad hoc analysis to answer leadership’s questions regarding Client’s hiring process. Current products are developed using a variety of tools to include Excel, R, Access, Stata, and Tableau.
The client is currently working to stand up a Cognos Business Intelligence environment.
The Senior Analyst will lead the development of dashboards and converting current products into Cognos.
The analyst will be the team SME on Cognos and in addition to building dashboards will train the current team and client on using the tool for analysis.
Additionally, as the client is setting up the tool, the analyst will work with the IT team to guide data connection and tool functionality requirements.
Meet or exceed targeted billing hours (utilization).
Assist with business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.

Qualifications

Experience Training users in developing Cognos dashboards and data visualization best practices.
Intermediate or Advanced skills in SQL, databases.
Intermediate or Advanced skills in Statistics.
Experience with statistical software: R, SAS, SPSS, STATA, Microtab, etc
Experience with coding languages.
A minimum of four years experience developing Cognos dashboards.
Mastery of Cognos dashboard development.
Mastery of Data Visualization and Communication.
Ability to communicate and train others on Cognos.
Experience with at least one other data visualization tool: Tableau, Business Objects, Spotfire, OBIEE, Microstrategy, PowerBI, etc.
Intermediate experience with MS Excel to include pivot tables and advanced functions .
Basic understanding of SQL and databases.
Basic understanding of Probability and Projections.
Ability to obtain a DHS Public Trust.
Bachelor’s Degree required from an accredited college or university in a related field.
Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
U.S. citizenship may be required. Ability to work in the United States indefinitely required.
Travel may be required.
Ability to work overtime required on occasion.
Ability to sit in an office environment for long periods of time.
Ability to obtain and maintain a security clearance.
Ability to communicate clearly in writing and verbally.
Ability to obtain and maintain firm independence and abide by firm ethics requirements.
Meet or exceed continuing professional education (CPE) requirements.
