Summary:
Aveshka is seeking a Program Analyst Team Lead (CIP) to be responsible for working with HHS CIP to coordinate strategic planning efforts, stakeholder engagement, and developing the program’s communications and outreach efforts. The Team Lead will manage task tracking to ensure all program activities are completed in a timely and efficient manner.
Aveshka is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.
Essential Functions:
- Joint Meeting Support: This includes working with HHS CIP and HPH Sector stakeholders to plan and executive two annual Joint meetings in the Spring and Fall.
- Extended Team Support: Supporting the monthly HPH Sector leadership committee meeting known as the Extended Team meeting. This will include providing a meeting summary, developing an agenda, tracking action items, and compiling materials prior to the meeting to be sent to the group each month.
- Government Coordinating Council: This includes supporting the HPH Sector GCC by providing support for all Council meetings, taking notes and developing meeting summaries, tracking action items, assisting with the execution of all Council tasks and activities, and maintaining and updating all GCC records (contact database, Council charter, marketing materials).
Responsibilities:
- Joint Working Group Support: This includes supporting the HPH Sector working groups by providing support for all working group meetings taking notes and developing meeting summaries, tracking action items, assisting with the execution of all Working Group tasks and activities, and maintaining and updating all Working Group records (contact database, Council charter, marketing materials). Current Joint working groups include the Cybersecurity Working Group which meets monthly, the Risk Management Working Group which is inactive and meets on an ad hoc basis, and a planned Supply Chain Working Group which has yet to meet.
- Quality Assurance/508 Compliance: This includes performing quality assurance and 508 compliance reviews of all Aveshka-developed products.
- CIP Dashboard: Maintain and provide any updates to the CIP Dashboard, the SharePoint site that houses all CIP documentation.
- Adobe Connect: Have a working knowledge of Adobe Connect to operate webinars for all Joint, GCC, or working group webinars.
- Emergency Operations: Provide emergency operations surge support as needed.

Minimum Qualifications:
• Graduate Degree required
• Secret clearance or higher is required.
• 4+ years of work experience in Public Health or Critical Infrastructure Protection required
• Must have proficiency working with Microsoft Office
