Aveshka is supporting the Mt. Weather Emergency Operations Center to assist with program and project management efforts, strategic plan development, documentation management and standardization, workforce analysis, improvement of management and internal controls, as well as to conduct relevant studies across everal disciplines. To include but are not limited to resource/budget planning (e.g., the Planning, Programing, Budget, and Execution (PPBE) process), human capital planning, and the development of documentation processes and associated procedures.

 

Responsibilities:

  • Conduct workforce analyses and advise on appropriate levels of staffing, skill sets, paygrades, and workforce mix:
    • Analyze and assist with gathering human capital resource data, ensuring the accuracy of the data presented in reports and reviews.
    • Provide expertise in analyzing IT staffing to effectively operate and maintain MWEOC IT systems and manage mission partner expectations of IT support.
  • Assist in developing manageable budget milestones that align with FEMA and DHS goals and with DHS-wide earned value management.
    • Provide support and guidelines related to cost accounting, financial management and financial execution.
    • Assist with creating, processing, and following through on financial documentation for knowledge management and auditing authorities
  • Assist in the development of documentation initiatives to include policy, directives, SOP, guidance documents, messaging and internal and external communications strategies.
    • Support writing, unifying and standardizing all MWEOC documentation to include a life cycle period for reviewing and updating the documents.
    • Develop and establish a file and storage capability for all documentation according to a standard file record system
    • Develop, review and maintain all MWEOC documentation (policy, directives, SOP, Charters, etc.) and the process and procedures to maintain reviews and updates
    • Support the establishment of an efficient Executive Secretariat for the MWEOC Administrator.
  • Support efforts for facility space management, assist identifying the square footage of available rentable space and the costing for such space to include process and procedures for space availability and capacity management limitations (classified and unclassified), and ensure accountability of property and compliance with any regulatory and statutory obligations.
  • Provide support for mission partner liaison and services to include continued monitoring and update of the work order process.
