Summary:

Aveshka is seeking a COOP Management Analyst to provide support to the Medical Reserve Corps (MRC) Program Office in promoting the mission of the MRC Network, building the MRC brand, and strengthening the national voice of the MRC. The successful candidate will also help with developing community awareness materials related to local public health, preparedness, emergency response, and volunteerism issues.

ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework.

Responsibilities:  

  • Work with Information Technology on COOP Portal maintenance (SharePoint) and development
  • Assist with the development and conduct of various COOP training programs
  • Maintain SharePoint Database maintenance
  • Develop COOP policies and procedures
  • Prepare gap analyses and after-action reports for policies
  • Evaluate success of training exercises
  • Develop and implement a multimodal communications plan to include integration of current SOP
  • Standardize processes related to 508 compliance checks and HHS/ASPR clearance and communications policies, managing the photo gallery, etc.
  • Oversee the MRC logo usage/approval process
  • Oversee the development of major reports and messaging for significant events, as determined by program leadership
  • Oversee look, feel, design & functionality of the MRC Web site
  • Handle media inquiries and incoming communications to include telephone, email, and social
  • Identifying target audiences for communications and web based products and design tailored
  • Providing MRC information to local public health, emergency management, with regional and
  • state-level public health, emergency management and other authorities;
  • Coordinating MRC communications efforts with key internal and external program partners.
  • Presenting/staffing exhibit booth at local and regional conferences and meetings;
  • Compiling RC reporting (weekly, monthly & quarterly) on regional MRC activities;
  • Promote and share HHS and ASPR related messages with MRC network on listservs
  • Draft newsletter, blogs, or journal articles
  • Draft official correspondence in accordance with HHS Exec. Sec, rules
  • Draft talking points on the MRC for Federal Leaders
  • Support the execution and presentation of the MRC Recognition Awards

Knowledge, Skills, and Abilities:

  • Knowledge of principles and practices of public health and emergency management.
  • Ability to perform the full range of complex and difficult professional analytical, programmatic and administrative duties involving the use of independent judgment and personal initiative.
  • Plan, organize, direct, coordinate, and evaluate assigned programs, projects, events, or technical area.
  • Oversee and participate in the development and administration of program goals, objectives, and procedures.
  • Ability to lead diverse project tasks and workgroups to reach client goals and objectives.

Required Skills

Minimum Qualifications:

Bachelor’s degree, in public health, liberal arts, or related field.
3+ years of experience related to job responsibilities.
