Aveshka is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework.

The IT Specialist will support ASPR within the Division of Administrative Management, Office of the Chief Operating Officer.  The Office of the Chief Operating Officer is responsible for ensuring effective stakeholder communication and administrative management. As the focal point for external communications, the Office of the Chief Operating Officer is responsible for ensuring the effective management of public affairs, online governance, and strategic partnerships. On behalf of the ASPR, the Office of the Chief Operating Officer also communicates with our partners in Congress, working closely with both the HHS Executive Secretariat and the HHS Office of Legislative Affairs

 

Essential Functions of the IT Specialist:

  • Provide support for multiple meetings per month in support of the Information Technology Investment Review board and its subcommittees. Support for all meetings shall include developing, maintaining, and publishing agendas, briefing materials, minutes, and records of decisions, as well as managing, publishing, and maintaining action items and due outs identified during those meetings.
  • Maintain a governance dashboard to provide standard Integrated Master Schedule data on current ASPR IT projects to include both projects in development as well as actions necessary for the sustainment of existing projects and systems such as data on warranty, maintenance, licensing, and service contracts supporting projects and systems in sustainment and any expiration or renewal dates associated with Authority to Operate authorizations in place for ASPR projects and systems.
  • Develop potential Courses of Action with respect to the development of a Configuration Management Database (CMDB) to track all ASPR Configuration Items supporting current operations and the relationships between those Configuration Items.
  • Provide support to activities supporting the stand-up and deployment of a CMDB to include activities supporting the automated discovery of network assets, activities necessary to validate, verify, and appropriately import assets into the CMDB.

Required Skills

Minimum Qualifications:
B.A. Degree, preferably in Information Technology, Computer Science, or related field
3+ years relevant work experience in information technology and IT Governance (ITG)
