Location: Washington DC

The Policy Coordinator will support ASPR’s Office of the Chief Operating Officer, within the Division of the Executive Secretariat. The Exec Sec coordinates the development, clearance, and submission of all documents for the Assistant Secretary’s review and approval and provides strategic coordination in response to all GAO and OIG engagements to promote ASPR’s mission and programs.

The Policy Coordinator will be responsible for helping advance the ASPR mission of public health preparedness and emergency response via Public Health Preparedness and Emergency Response Communications, Strategic Stakeholder Engagement (Congress/States & Local Government/Industry/Inter/Intra-Agency), and general Program and Project Support.

  • Provide policy coordination support
  • Prepares policy guidance documents, briefings, and presentations regarding ASPR programs and activities.
  • Support efforts to “policy forecast” or proactively anticipate upcoming policy issues and identify areas for innovation in policy and strategy development.
  • Assist with interdepartmental clearance of high-level policy and technical documents including submission of documents for review, addressing comments and edits, and obtaining appropriate signatures.
  • Acts as an authoritative, accessible source of information on the Secretary’s and ASPR’s policies.
  • Provides impact analysis and evaluation of proposed policies and legislation impacting ASPR and HHS programs and policies.
  • Serves as an advisor to senior ASPR leadership, providing expertise and technical advice in leading and addressing complex policy questions.
  • Organizes and leads a comprehensive policy program concerning critical public health preparedness and response issues that are subject to continual or intense congressional scrutiny.
  • Serves as the point of contact for program offices on the intent and interpretation of the comprehensive policy program.
  • Reviews complex actions and information items to assess if responses conflict with any existing agency policy or are inconsistent with the views of the ASPR or the Secretary.
  • Analyzes reports submitted by ASPR program offices to determine the accuracy and adequacy of information.
  • Provides policy guidance on ASPR activities and programs prior to testimony or briefing before congressional committees.
  • Initiates and leads project teams to analyze new and proposed policy initiatives in legislation and regulations that may affect ASPR programs.
  • Develops background or summary technical papers for proposed policy initiatives for presentation to ASPR senior leadership.
  • Collaborates with the Office of Legislation to develop congressional briefing documents and testimony for ASPR senior leadership by studying a range of mission-critical issues.
  • Initiates and leads projects to facilitate rapid responses from the Executive Secretariat and Legislation offices in handling and addressing policy issues.
  • Analysis and formulation of policy related to: national emergency response strategies, implementation plans, and Presidential Directives; hospital, primary, ambulatory, and long-term care day-to-day health system performance; medical countermeasure development, acquisition and utilization; chemical, biological, radiological, nuclear, and explosives countermeasures; reimbursement, health IT, measurement and quality, workforce issues, and emergency preparedness, response, and recovery; disaster preparedness and programs addressing substance abuse, mental health, resilience, and stress-related concerns during disaster responses; and, biosafety and biosecurity.
  • Provide talking points and slides for presentations and speeches.
  • Prepare complete and accurate meeting summaries expeditiously; these may include meetings of subject matter experts and/or senior program managers.
Required Skills

B.A. Degree, Masters Degree preferred
